This route runs from northern Jiangsu through Lianyungang on the Yellow Sea, then follows a voyage that may run through Suez as drawn or round the Cape, depending on the service; at the far end is the port of Oostende.

The Belgian side adds Bebat producer responsibility to the EU battery rules. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

Where this route gets difficult

What to watch between Lianyungang and Oostende: 5 points

Loading port first, then the sea leg, then Oostende and the Belgium market.

  1. Origin port

A shorter document list at Lianyungang, not a shorter check

Lianyungang MSA's Notice No. 1 of 2024 cut the materials for 'new three' cargo to four on the cargo side: the safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where packaged, and a power of attorney. Fewer papers means each one carries more weight; the packing certificate still has to be signed by a certified inspector after supervised stuffing.

What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.

  2. Sea corridor

    Container losses off South Africa

Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.

What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.

  3. Import country

Battery label from August 2026, QR code from February 2027

The Battery Regulation's general information label applies from 18 August 2026 (or 18 months after the label implementing act, if later), and every battery needs a QR code from 18 February 2027, linked to a battery passport for EV, LMT and industrial batteries above 2 kWh. Where the battery is too small, both go on the packaging and accompanying documents.

What Anxin does: Before booking we ask the Belgium importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.

  4. Import country

The truck leg out of Oostende runs under ADR

Road delivery from Oostende is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).

What Anxin does: We give the Belgium haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Lianyungang.

  5. Import country

The importer's name and address on the battery

The Battery Regulation asks the importer to put its own name, registered trade name or trade mark and postal address, with a single contact point, on the battery. Only when the battery's size or nature makes that impossible may the details move to the packaging or an accompanying document, so a Belgium importer's details need to reach the factory before printing.

What Anxin does: We pass the Belgium importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.

Documents & compliance

What to have ready: Lianyungang to Oostende

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Before loading in Lianyungang

  • The four cargo-side documents under Lianyungang MSA Notice 2024 No. 1 prepared together and cross-checked
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • EU declaration of conformity and CE marking photo from the manufacturer
  • Importer name, trade name and postal address printed on battery or packaging

For the shipping line

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

For the importer in Belgium

  • Label and QR-code status against the August 2026 and February 2027 dates
  • Bebat membership (or approved individual plan) of the Belgian producer
  • Instructions and safety information in the language Belgium requires

Send the file once, complete

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Lianyungang filings, the carrier booking and the Belgium import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Lianyungang to Oostende

The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Belgium requires. Both have applied since 18 August 2024.

Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.

Under its Notice No. 1 of 2024, the cargo side submits the DG safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where the goods are packaged, and a power of attorney.
