Yellow Sea · Taiwan Strait · Malacca Strait · Indian Ocean · Bab-el-Mandeb · Red Sea · Suez Canal · Mediterranean Sea
From Lianyungang to Dhekelia, cargo moves through Lianyungang port, crosses a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane, and is discharged at the port of Dhekelia.
The Cyprus side follows the EU battery and customs pre-filing rules. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Jiangsu's Yellow Sea port, with a simplified document list for 'new three' cargo since 2024 and its own guide for energy-storage units on break-bulk ships.
Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Dhekelia and at customs in Cyprus.
Lianyungang MSA's Notice No. 1 of 2024 cut the materials for 'new three' cargo to four on the cargo side: the safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where packaged, and a power of attorney. Fewer papers means each one carries more weight; the packing certificate still has to be signed by a certified inspector after supervised stuffing.
What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.
Ships of 5,000 GT and above calling at EU ports, Dhekelia included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
The Battery Regulation makes registration national: whoever first makes batteries available in Cyprus must be entered in that Member State's producer register, and the authority has up to 12 weeks to grant a complete application. A brand based outside Cyprus cannot rely on an EU registration held elsewhere; it needs an authorised representative for producer responsibility in Cyprus.
What Anxin does: At booking we ask which company is the producer of record in Cyprus and for its registration number there, so a missing registration surfaces while the goods are still in Lianyungang rather than after discharge in Dhekelia.
Road delivery from Dhekelia is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).
What Anxin does: We give the Cyprus haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Lianyungang.
For portable batteries, Annex I sets maximum levels of 0.0005 % mercury, 0.002 % cadmium and 0.01 % lead by weight, the lead limit applying since 18 August 2024. The importer in Cyprus may be asked by market surveillance to demonstrate compliance.
What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Cyprus importer; we do not test batteries.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Lianyungang filings, the booking with the carrier and the documents for Cyprus before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Dhekelia.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| One of the four documents inconsistent with the others | Lianyungang MSA filing | Cross-check before submission | Anxin with the declarant |
| Emissions surcharge changes between quote and sailing | EU port call | Surcharge shown as a separate line | Carrier, checked by Anxin |
| No producer registration in Cyprus when the goods arrive | Cyprus market surveillance | Producer of record and registration number confirmed at booking | Importer / brand owner |
| Road route planned through a category E tunnel | Road leg from Dhekelia | Tunnel code (E) passed to the haulier with the transport data | Haulier / forwarder |
Questions
The importer's: name, registered trade name or trade mark and postal address with a contact point, on the battery or, if it is too small, on the packaging or accompanying document.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
Under its Notice No. 1 of 2024, the cargo side submits the DG safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where the goods are packaged, and a power of attorney.
