Lithium batteries for Tromsø go out of Lianyungang, where the MSA simplified 'new three' filings in 2024. On the way they face a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and they arrive at the port of Tromsø.

Norway still applies its own battery regulation while the EU rules wait for EEA incorporation. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Fog season Apr–Jul
  • Lianyungang export
  • SafeSeaNet Norway hazardous cargo report
  • Consignee EORI
  • EU declaration of conformity

Route profile

The Lianyungang → Tromsø route in brief

Origin port

Lianyungang

Jiangsu's Yellow Sea port, with a simplified document list for 'new three' cargo since 2024 and its own guide for energy-storage units on break-bulk ships.

Import country

Norway

Digitoll reporting 24 hours before the first Norwegian call, an ICS2 entry summary before loading, and a hazardous cargo report in SafeSeaNet Norway.

Where this route gets difficult

What to watch between Lianyungang and Tromsø: 5 points

Listed from loading in Lianyungang to import into Norway, each with what we do about it.

  1. Origin port

Energy storage on break-bulk ships: Lianyungang's own rules

Lianyungang MSA's June 2025 guide for ESS on break-bulk ships treats ESS cabinets as UN3480 and ESS containers as UN3536, recommends a remaining charge of 20–50%, and requires converters and monitoring to be powered off, series and parallel circuits disconnected, packages evenly spread with a low centre of gravity, and a safety meeting before the ship arrives.

What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.

  2. Sea corridor

    Container losses off South Africa

Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.

What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.

  3. Import country

SafeSeaNet Norway needs the dangerous goods data

Ships with hazardous or noxious cargo report it in SafeSeaNet Norway no later than 24 hours before arrival at a Norwegian port, categorised correctly and backed by a manifest or cargo plan showing where the dangerous goods are stowed. That report draws on the shipper's declaration, so a mistake in Lianyungang reaches Tromsø intact.

What Anxin does: We check that the UN number, class and package count on our dangerous goods declaration match the booking, so the carrier's SafeSeaNet report for Tromsø is built on consistent data.

  4. Import country

Digitoll: cargo data 24 hours before the first Norwegian call

Since 15 September 2026 Norwegian Customs requires the sea reporting duty to be filed digitally: vessel and cargo data at least 24 hours before the ship's first call in Norway, as linked transport, master and house consignment messages. The importer's declaration in TVINN is due at the latest when the goods reach Tromsø, and can be sent up to five days ahead.

What Anxin does: We give the carrier and the Norwegian customs agent matching house-bill data, and ask the importer who files the TVINN declaration, so the house consignment for Tromsø links to it before arrival.

  5. Import country

ADR applies on Norwegian roads too

Norway's regulation on land transport of dangerous goods makes ADR Norwegian law for road journeys, domestic ones included. UN 3480 therefore travels from Tromsø as class 9, transport category 2, with tunnel restriction code (E), so the haulier plans the route with category E tunnels in mind.

What Anxin does: We give the Norwegian haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Tromsø matches the container file.

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Lianyungang filings, the booking with the carrier and the documents for Norway before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Tromsø.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Lianyungang to Tromsø

Yes. Norway is part of the EU customs security area, so shipments from China are pre-notified in ICS2 and the filer needs an EORI number.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

Its June 2025 break-bulk ESS guide recommends 20–50% remaining charge, with converters and monitoring off and circuits disconnected.
