From Lianyungang to Lagos, cargo moves out of Lianyungang, crosses a Bab el-Mandeb and Suez passage into the Mediterranean, and is discharged at the port of Lagos.
Portugal adds its SILiAmb register to the EU Battery Regulation duties. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
Jiangsu's Yellow Sea port, with a simplified document list for 'new three' cargo since 2024 and its own guide for energy-storage units on break-bulk ships.
Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Lagos and at customs in Portugal.
The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, mainly from April to July. At Lianyungang, as at Qingdao, fog can hold vessels at anchor, and a changed vessel means amended DG filings.
What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.
Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Lagos the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to Lagos uses and name it on the quote, together with any war-risk or emergency surcharge.
A battery entering Portugal has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Lagos.
What Anxin does: We pass the Portugal importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.
Anyone placing batteries on the Portuguese market, importers included, registers with the Portuguese Environment Agency on SILiAmb and files an annual declaration by 31 March, counting batteries built into other products. Responsibility is met through a licensed management entity such as Electrão, or an individual system authorised by APA.
What Anxin does: We ask the Portuguese importer for its APA registration and management entity before booking, and list battery weights separately so its declaration is easy.
Two marking dates fall into current shipping plans for Portugal: the general label from 18 August 2026 and the QR code from 18 February 2027, which for EV, LMT and larger industrial batteries has to open the battery passport.
What Anxin does: Before booking we ask the Portugal importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Lianyungang filings, the carrier booking and the Portugal import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation

Questions
It registers with APA on the SILiAmb platform, files an annual declaration by 31 March, and joins a licensed management entity or runs an APA-authorised individual system.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
Under its Notice No. 1 of 2024, the cargo side submits the DG safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where the goods are packaged, and a power of attorney.
