From Lianyungang to Doha, cargo moves out of Lianyungang, crosses an Arabian Sea passage where GNSS interference is reported off the Gulf of Oman, and is discharged at the port of Doha.

Qatar sends back shipments whose invoice, origin certificate or 'Made in' marking are missing or do not agree. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Fog season Apr–Jul
  • Lianyungang export
  • 'Made in China' on each piece and carton
  • Qatari import licence
  • HS code on invoice and certificate of origin

Route profile

How Lianyungang → Doha differs from other lanes

Origin port

Lianyungang

Jiangsu's Yellow Sea port, with a simplified document list for 'new three' cargo since 2024 and its own guide for energy-storage units on break-bulk ships.

Sea corridor

Asia – Arabian Sea & the Gulf

An Arabian Sea passage and, for Gulf ports, the Strait of Hormuz, rated a SEVERE threat in September 2026, with GNSS jamming across the approaches.

Where this route gets difficult

5 pain points from Lianyungang to Doha

They run from the Lianyungang terminal through the voyage to Doha and the Qatar import file.

  1. Origin port

Energy storage on break-bulk ships: Lianyungang's own rules

Lianyungang MSA's June 2025 guide for ESS on break-bulk ships treats ESS cabinets as UN3480 and ESS containers as UN3536, recommends a remaining charge of 20–50%, and requires converters and monitoring to be powered off, series and parallel circuits disconnected, packages evenly spread with a low centre of gravity, and a safety meeting before the ship arrives.

What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.

  2. Origin port

A shorter document list at Lianyungang, not a shorter check

Lianyungang MSA's Notice No. 1 of 2024 cut the materials for 'new three' cargo to four on the cargo side: the safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where packaged, and a power of attorney. Fewer papers means each one carries more weight; the packing certificate still has to be signed by a certified inspector after supervised stuffing.

What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.

  3. Sea corridor

    Jammed GNSS, unreliable AIS

The JMIC reports persistent GNSS jamming and spoofing across the Gulf of Oman, the Arabian Gulf and the Hormuz approaches, with AIS positions and speeds that do not add up; the Gulf of Oman and the Arabian Sea are rated MODERATE. Arrival estimates built on public ship tracking are less dependable on this leg.

What Anxin does: We rely on the carrier's own schedule updates rather than third-party AIS positions when we give you an arrival estimate for Doha.

  4. Import country

Origin marking checked piece by piece

Qatari rules put the origin mark on every item as well as the carton, and customs compares it with the invoice and certificate of origin. A battery pack without 'Made in China', or a certificate that says something different, is grounds for return.

What Anxin does: We ask the factory for photos of the origin mark on the battery, its retail box and the shipping carton, and compare them with the invoice and certificate before stuffing in Lianyungang.

  5. Import country

Invoice, origin certificate and packing list, HS code included

For Doha, Qatar Customs will not clear a sea shipment that lacks an official invoice, an official certificate of origin and a packing list, and the HS code has to be written on both the invoice and the certificate. Without them the container is returned to origin.

What Anxin does: We make sure the HS code appears on both the invoice and the certificate of origin, and that all three documents list the same goods, before the ship leaves Lianyungang.

Documents & compliance

What to have ready: Lianyungang to Doha

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

At the Lianyungang end

  • The four cargo-side documents under Lianyungang MSA Notice 2024 No. 1 prepared together and cross-checked
  • For ESS: UN3480 or UN3536 confirmed, state of charge and circuit isolation stated in writing
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • HS code written on the commercial invoice and the certificate of origin
  • Photos of 'Made in China' on battery, retail box and carton

For the carrier and the voyage

  • Carrier's current call pattern and war-risk surcharge for the Gulf port in writing
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • UN 38.3 test summary for every cell and battery type

For import into Qatar

  • Consignee's Qatari import licence (Ministry of Commerce and Industry)

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Lianyungang export filings, the carrier booking and the Qatar import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Lianyungang → Doha route

Qatar Customs does not clear sea shipments without an official invoice, certificate of origin and packing list; they are returned to origin. The HS code must also appear on the invoice and certificate.

Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.

Its June 2025 break-bulk ESS guide recommends 20–50% remaining charge, with converters and monitoring off and circuits disconnected.
