From Lianyungang to Fleetwood, cargo moves from northern Jiangsu through Lianyungang on the Yellow Sea, crosses a voyage that may run through Suez as drawn or round the Cape, depending on the service, and is discharged at the port of Fleetwood.
The UK side asks for an S&S GB declaration, a battery producer registration and harbour notice. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Jiangsu's Yellow Sea port, with a simplified document list for 'new three' cargo since 2024 and its own guide for energy-storage units on break-bulk ships.
UK producer registration, a compliance scheme for portable batteries above 1 tonne a year, and import clearance through HMRC's Customs Declaration Service.

Where this route gets difficult
Listed from loading in Lianyungang to import into United Kingdom, each with what we do about it.
Under Lianyungang MSA's Notice No. 1 of 2024 the cargo side of a 'new three' filing needs four items: safe-carriage declaration, packing certificate signed by an inspector, packaging inspection certificate where the goods are packaged, and a power of attorney. A shorter list puts more weight on each paper, and the packing certificate still requires a certified inspector after supervised stuffing.
What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.
Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.
What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.
Once the box is off the quay at Fleetwood, the Carriage of Dangerous Goods Regulations 2009 apply: regulation 5 requires road carriage of dangerous goods in Great Britain to comply with ADR, subject to GB derogations. For UN 3480 that means class 9 documentation, marked packages and a haulier set up for ADR loads.
What Anxin does: We give the UK haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Fleetwood matches what left Lianyungang.
The UK's S&S GB service must hold the entry summary for a Fleetwood container 24 hours before it is loaded in Lianyungang. Whoever issued the bill of lading answers for it, and a late booking rolls to a later vessel rather than being loaded unfiled.
What Anxin does: We settle who issues the bill of lading at booking and pass complete consignee and goods data to that party before the Lianyungang cut-off.
Great Britain still labels batteries under the Batteries and Accumulators (Placing on the Market) Regulations 2008: a crossed-out wheeled bin symbol of a set minimum size on every battery, moved to the packaging only when the battery is too small or cannot practically be marked, and a capacity in mAh or Ah on portable rechargeables and on the front of their packaging.
What Anxin does: We compare carton and battery photos with the UK marking list before goods leave Lianyungang, because relabelling after discharge at Fleetwood means opening dangerous goods packages.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Lianyungang filings, the carrier booking and the United Kingdom import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| One of the four documents inconsistent with the others | Lianyungang MSA filing | Cross-check before submission | Anxin with the declarant |
| Heavy weather off South Africa | Cape of Good Hope | CINS stuffing and blocking checks before sealing | Packing site, checked by Anxin |
| Entry summary not lodged and the box rolls | Loading port, Lianyungang | Filer and data settled at booking | Bill-of-lading issuer |
| Batteries arrive without the bin symbol or capacity marking | Importer in the UK | Photos checked against the UK marking list before loading | Manufacturer / importer |
Questions
The crossed-out wheeled bin symbol at a minimum size, on the packaging if the battery is too small, and for portable rechargeables a capacity in mAh or Ah on the battery and the packaging front.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Under its Notice No. 1 of 2024, the cargo side submits the DG safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where the goods are packaged, and a power of attorney.
