This route runs through Ningbo's Beilun or Meishan terminals under Zhejiang MSA's 2026 battery guide, then follows a Suez-or-Cape voyage that ends with the Danish straits and the Baltic; at the far end is the port of Turku.

The Finnish side adds producer registration to the EU battery rules. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Beilun / Meishan export
  • Zhejiang MSA battery guide 2026
  • Consignee EORI
  • EU declaration of conformity
  • Finnish producer register entry

Route profile

What sets Ningbo → Turku apart

Sea corridor

Asia – Baltic via the Danish straits

The Baltic is reached only through the Danish straits, where deep-draught ships are advised to take pilots, and its northern ports set ice-class restrictions every winter.

Import country

Finland

Registration in the Finnish Supervisory Agency's producer register, a Finnish authorised representative for distance sellers, and EU importer duties such as CE marking and the importer's details on the battery.

Where this route gets difficult

What to watch between Ningbo and Turku: 5 points

They run from the Ningbo terminal through the voyage to Turku and the Finland import file.

  1. Origin port

Weight balance and stowage under Zhejiang's guide

Zhejiang MSA's January 2026 guide gives a measurable loading rule: neither half of the container's length may hold more than 60% of the cargo weight, and packages must be braced. On deck, battery boxes should sit within fire-fighting coverage and out of direct sun; below deck, in holds fitted with temperature probes.

What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.

  2. Sea corridor

The inbound leg's emissions now count under EU ETS

Because Turku is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.

What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  3. Import country

The truck leg out of Turku runs under ADR

Road delivery from Turku is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).

What Anxin does: We give the Finland haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Ningbo.

  4. Import country

The importer's name and address on the battery

A battery entering Finland has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Turku.

What Anxin does: We pass the Finland importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.

  5. Import country

Supply-chain due diligence moved to August 2027

The Battery Regulation's due diligence obligations on cobalt, lithium, nickel and natural graphite were postponed by Regulation (EU) 2025/1561 and now apply from 18 August 2027, with Commission guidelines due by 26 July 2026. Buyers in Finland are already asking suppliers for the supply-chain data they will need.

What Anxin does: We pass the Finland buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

Documents & compliance

What to have ready: Ningbo to Turku

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

In Ningbo, before the box is loaded

  • Load plan showing no half of the container carries more than 60% of the weight
  • Importer name, trade name and postal address printed on battery or packaging
  • Annex V safety documentation confirmed for stationary storage systems
  • Substance declaration covering mercury, cadmium and lead limits
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

For the carrier and the voyage

  • Transhipment port, feeder operator and feeder DG acceptance named on the booking
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)

For the importer in Finland

  • Haulier in Finland briefed with UN number, class 9 and tunnel code (E) for the road leg
  • Instructions and safety information in the language Finland requires
  • Finnish producer register entry (or authorised representative)

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Ningbo export filings, the carrier booking and the Finland import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Ningbo → Turku: questions we are asked

24 hours before the container is loaded in China, not before it reaches Turku. Without it carriers do not load the box, and a filing without an EORI number is rejected.

Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.

Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
