Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Florø and at customs in Norway.
Since Zhejiang MSA's January 2026 battery guide, a Ningbo shipper no longer attaches the UN38.3 test summary at the MSA cargo-report stage (the carrier receives it instead) and does not resubmit the safety data sheet for an unchanged maker, owner and model. Carriers must still review the documents and turn away batteries that fail the ship-carriage standard JT/T 1543-2025.
What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.
Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.
What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.
Since 1 July 2009 an agreement has placed Norway in the EU customs security area, so cargo for Florø is pre-notified in ICS2 exactly as for EU ports, and the filer needs an EORI number. Norway's non-EU status does not remove the filing before loading in Ningbo.
What Anxin does: We collect the Norwegian consignee's details and an HS-level description at booking and make sure the ENS filer has them before the Ningbo cut-off.
Norway's regulation on land transport of dangerous goods makes ADR Norwegian law for road journeys, domestic ones included. UN 3480 therefore travels from Florø as class 9, transport category 2, with tunnel restriction code (E), so the haulier plans the route with category E tunnels in mind.
What Anxin does: We give the Norwegian haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Florø matches the container file.
Ships with hazardous or noxious cargo report it in SafeSeaNet Norway no later than 24 hours before arrival at a Norwegian port, categorised correctly and backed by a manifest or cargo plan showing where the dangerous goods are stowed. That report draws on the shipper's declaration, so a mistake in Ningbo reaches Florø intact.
What Anxin does: We check that the UN number, class and package count on our dangerous goods declaration match the booking, so the carrier's SafeSeaNet report for Florø is built on consistent data.

Not yet. It has not been incorporated into the EEA Agreement; existing Norwegian battery rules and approved producer responsibility companies continue until a new Norwegian regulation takes over.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Yes. Zhejiang MSA's 2026 guide removed it from the MSA cargo-report stage, but it still has to go to the carrier, which must refuse batteries that do not meet JT/T 1543-2025.
