Where this route gets difficult

What to watch between Ningbo and Haugesund: 6 points

They run from the Ningbo terminal through the voyage to Haugesund and the Norway import file.

  1. Origin port

    Feeder from a Zhejiang river port: one cargo report, if done right

    Zhejiang MSA runs a 'one-document' rule for battery water-to-water transhipment: if the cargo report is made at the port of loading, only a ship report is needed at the transhipment port. Cargo barged into Ningbo can therefore avoid a second cargo report, provided the first one was filed correctly.

    What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.

  2. Origin port

    Fewer MSA papers at Ningbo, but the carrier still wants the UN38.3

    Zhejiang MSA's January 2026 battery guide lets the shipper skip the UN38.3 test summary at the MSA cargo-report stage (it goes to the carrier instead) and skip resubmitting the safety data sheet for the same maker, owner and model. The carrier, however, must still check the documents and refuse batteries that do not meet the ship-carriage standard JT/T 1543-2025.

    What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.

  3. Sea corridor

    Cape waters saw about a third of 2024's container losses

    Round-Africa routing puts battery containers through South African waters. Of the 576 containers the World Shipping Council recorded as lost at sea in 2024, the South African Maritime Safety Authority estimates about 200, roughly 35%, went overboard near the Cape. In August 2024 alone, SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in wintry weather.

    What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.

  4. Import country

    Marking under Norway's product regulation

    While Norway waits for the EU rules, batteries are marked under the Norwegian product regulation: the crossed-out waste container, Hg, Cd or Pb symbols above set thresholds, and capacity marking for certain battery types. Under the waste regulation the importer must also be a member of an approved battery return company.

    What Anxin does: We compare carton and battery photos against the Norwegian marking list before loading and ask the importer to confirm its return company.

  5. Import country

    Digitoll: cargo data 24 hours before the first Norwegian call

    Since 15 September 2026 Norwegian Customs requires the sea reporting duty to be filed digitally: vessel and cargo data at least 24 hours before the ship's first call in Norway, as linked transport, master and house consignment messages. The importer's declaration in TVINN is due at the latest when the goods reach Haugesund, and can be sent up to five days ahead.

    What Anxin does: We give the carrier and the Norwegian customs agent matching house-bill data, and ask the importer who files the TVINN declaration, so the house consignment for Haugesund links to it before arrival.

  6. Import country

    SafeSeaNet Norway needs the dangerous goods data

    Ships with hazardous or noxious cargo report it in SafeSeaNet Norway no later than 24 hours before arrival at a Norwegian port, categorised correctly and backed by a manifest or cargo plan showing where the dangerous goods are stowed. That report draws on the shipper's declaration, so a mistake in Ningbo reaches Haugesund intact.

    What Anxin does: We check that the UN number, class and package count on our dangerous goods declaration match the booking, so the carrier's SafeSeaNet report for Haugesund is built on consistent data.
