Lithium batteries for Sète go out of Qingdao on the Yellow Sea, where April to July is fog season. On the way they face a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane, and they arrive at the port of Sète.

France asks for a batteries IDU and eco-organisme membership before the first sale. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • One-document pilot
  • Fog season Apr–Jul
  • EU declaration of conformity
  • IDU (batteries stream)
  • French-language safety information

Route profile

What sets Qingdao → Sète apart

Origin port

Qingdao (Qianwan)

Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.

Import country

France

A SYDEREP IDU and eco-organisme membership for every battery category, with EU duties from CE marking to the importer's address on the battery.

Where this route gets difficult

6 pain points from Qingdao to Sète

In the order the cargo meets them: at the loading port, at sea, at Sète and at customs in France.

  1. Origin port

    Qingdao fog, April to July

The China Meteorological Administration lists sea fog among the major marine hazards of the Yellow and Bohai Seas, mostly between April and July and with a serious effect on shipping. At Qingdao a fog hold can shift a battery container onto another vessel, and its DG filings must follow.

What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.

  2. Origin port

Energy-storage systems follow Shandong's own ESS guide

Shandong MSA has issued a waterway safe-transport guide specifically for lithium battery energy storage systems at Shandong coastal ports, so ESS units shipped from Qingdao should be prepared with that provincial guide in mind as well as the IMDG Code.

What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.

  3. Sea corridor

Suez is the likelier routing for Sète

Asia–Mediterranean services used the Red Sea 57% of the time in September 2026 according to Sea-Intelligence, compared with 27% for North Europe, so a box for Sète most probably goes via Suez and through Bab el-Mandeb. The JMIC rated that strait SUBSTANTIAL on 24 September 2026; the Houthis call their blockade selective and now hold Perim Island in the channel.

What Anxin does: We ask the carrier which routing its service to Sète uses and name it on the quote, together with any war-risk or emergency surcharge.

  4. Import country

Battery label from August 2026, QR code from February 2027

The Battery Regulation's general information label applies from 18 August 2026 (or 18 months after the label implementing act, if later), and every battery needs a QR code from 18 February 2027, linked to a battery passport for EV, LMT and industrial batteries above 2 kWh. Where the battery is too small, both go on the packaging and accompanying documents.

What Anxin does: Before booking we ask the France importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.

  5. Import country

Annex V testing for stationary energy storage

Stationary battery energy storage systems placed on the EU market since 18 August 2024 must be safe in normal operation, with technical documentation showing tests against the Annex V parameters, including thermal shock, short-circuit protection, over-discharge and thermal propagation. ESS buyers in France increasingly ask for that file before delivery.

What Anxin does: For ESS cabinets and racks bound for France we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

  6. Import country

Due diligence on battery raw materials from August 2027

Regulation (EU) 2025/1561 pushed the Battery Regulation's due diligence duties for cobalt, lithium, nickel and natural graphite back to 18 August 2027 and gave the Commission until 26 July 2026 for its guidelines. Buyers in France are already collecting the supply-chain information they will need.

What Anxin does: We pass the France buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

Documents & compliance

What to have ready: Qingdao to Sète

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

At the Qingdao end

  • Annex V safety documentation confirmed for stationary storage systems
  • Substance declaration covering mercury, cadmium and lead limits
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing

For the shipping line

  • Routing (Red Sea or Cape) and any war-risk surcharge stated on the booking
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • Consignee EORI and HS-level description to the ENS filer before loading

For import into France

  • Label and QR-code status against the August 2026 and February 2027 dates
  • Haulier in France briefed with UN number, class 9 and tunnel code (E) for the road leg
  • Batteries-stream IDU of the producer of record in France

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for France before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Sète.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Qingdao → Sète route

24 hours before the container is loaded in China, not before it reaches Sète. Without it carriers do not load the box, and a filing without an EORI number is rejected.

Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.

Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
