Lithium batteries for Kiel go from Shandong through Qingdao's Qianwan terminals, where Qingdao MSA pilots one-document transhipment. On the way they face a Suez-or-Cape voyage that ends with the Danish straits and the Baltic, and they arrive at the port of Kiel.
Germany expects the battery to be registered, labelled and pre-declared before it is loaded in China. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
EU Battery Regulation labelling and QR-code dates, stiftung ear registration under the BattDG, and an ICS2 entry summary that must exist before the box is loaded.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Kiel and at customs in Germany.
The China Meteorological Administration describes sea fog as one of the major marine hazards of the Yellow and Bohai Seas, with the season mainly from April to July and a serious effect on sea transport. Fog holds at Qingdao can move a battery box to another vessel, and the DG filings have to move with it.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
Ships of 5,000 GT and above calling at EU ports, Kiel included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Germany can ask the importer to show that the goods meet these limits.
What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Germany importer; we do not test batteries.
The Battery Regulation phases in the information a battery must carry. The general information label applies from 18 August 2026 (or 18 months after the label-format implementing act, if that comes later), and every battery needs a QR code from 18 February 2027. For EV, light-means-of-transport and industrial batteries above 2 kWh, that QR code must open a battery passport. Where the battery is too small, the label goes on the packaging and documents instead. Stock that leaves Qingdao without these elements cannot simply be relabelled on the quay in Kiel.
What Anxin does: Before booking we ask the Germany importer to confirm which battery category the goods fall into and that label, QR code and passport data are settled. We check carton and label photos against that answer; we do not certify conformity.
A battery entering Germany has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Kiel.
What Anxin does: We pass the Germany importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Qingdao export filings, the carrier booking and the Germany import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Fog hold forces a vessel change after filing | Qingdao, Apr–Jul | Slack in schedule; amendment-ready filing | Anxin with the declarant |
| Emissions surcharge changes between quote and sailing | EU port call | Surcharge shown as a separate line | Carrier, checked by Anxin |
| Label or QR code missing for batteries placed on the market after the application dates | Importer's warehouse in Germany | Category and labelling confirmed by the importer before production is packed; label photos reviewed before stuffing | Importer / manufacturer |
| Importer details missing from battery and packaging | Importer in Germany | Address block sent to the factory before packing | Manufacturer / importer |
Questions
The registration is needed before the batteries are first made available on the German market, by whoever is the producer for that market. A company without a German establishment has to act through one authorised representative in Germany, and since 2026 each battery category must also be covered by an approved OfH. Shipping can start earlier, but goods without a valid registration cannot be sold in Germany once they arrive, so we ask for the registration number at booking.
Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.
Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
