Lithium batteries for Mina Rashid go out of Qingdao on the Yellow Sea, where April to July is fog season. On the way they face an Arabian Sea passage where GNSS interference is reported off the Gulf of Oman, and they arrive at the port of Mina Rashid.
In the UAE, battery systems for solar and storage can need MoIAT certification before customs will release them. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Mina Rashid is listed for reference only while its commercial cargo use is being checked; no offer is made on this page.
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
An Arabian Sea passage and, for Gulf ports, the Strait of Hormuz, rated a SEVERE threat in September 2026, with GNSS jamming across the approaches.

Where this route gets difficult
They run from the Qingdao terminal through the voyage to Mina Rashid and the United Arab Emirates import file.
ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
Qingdao MSA's 'one-document, one-box' pilot has since November 2024 covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan, with one outbound cargo report and no more than one packing inspection within the pilot ports. In the launch case, three cargo and three ship reports became one cargo and two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
The JMIC reports persistent GNSS jamming and spoofing across the Hormuz approaches, the Gulf of Oman and the Arabian Gulf, and rates the Gulf of Oman and the Arabian Sea MODERATE. Anomalous AIS positions and speeds are reported in the same areas, so vessel positions shown in tracking tools are less reliable there.
What Anxin does: We rely on the carrier's own schedule updates rather than third-party AIS positions when we give you an arrival estimate for Mina Rashid.
Cells and batteries are one of the product groups in MoIAT's renewable-energy control system, alongside PV modules and inverters. For storage batteries landed at Mina Rashid, an ECAS or EQM certificate is part of customs clearance, not something to arrange after discharge.
What Anxin does: Before booking we ask the UAE importer whether the batteries are sold for renewable-energy use and, if so, for the MoIAT certificate reference, and we match the model list on it against the packing list.
A UAE import is tied to a trade licence: mainland imports need a licence from the emirate's Department of Economic Development, while a free zone licence covers that free zone only. The consignee on the bill of lading for Mina Rashid has to hold the licence that matches the goods' destination.
What Anxin does: We check at booking which entity is the consignee, in which emirate or free zone it is licensed, and whether the cargo is for the free zone or the mainland, and put that entity on the bill of lading.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Qingdao export filings, the carrier booking and the United Arab Emirates import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Duplicate filing or reopening between Qingdao terminals | Dagang → Qianwan | Pilot eligibility checked at booking; single cargo report | Anxin with the declarant |
| Storage batteries held for missing MoIAT certification | UAE customs | Certificate reference checked before booking | Importer |
| Consignee not licensed for the emirate or mainland | UAE customs | Consignee licence confirmed at booking | Importer |
Questions
The delivery order from the shipping agent, the commercial invoice, a chamber-approved certificate of origin, a packing list with weight, packing method and HS code per item, and the bill of entry.
Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.
Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
