From Qingdao to Pembroke Dock, cargo moves from Shandong through Qingdao's Qianwan terminals, crosses a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and is discharged at the port of Pembroke Dock.
On the UK side, customs runs through HMRC's Customs Declaration Service and producers report battery tonnage through the NPWD. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
An EORI starting with GB or XI and a CDS subscription for customs, annual tonnage and chemistry reporting through the NPWD, and take-back duties for distributors above 32 kg a year.

Where this route gets difficult
Loading port first, then the sea leg, then Pembroke Dock and the United Kingdom market.
Shandong MSA has issued a waterway safe-transport guide specifically for lithium battery energy storage systems at Shandong coastal ports, so ESS units shipped from Qingdao should be prepared with that provincial guide in mind as well as the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Pembroke Dock decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
For the British market the marking reference is the 2008 placing-on-the-market regulations: every battery carries the crossed-out bin, sized to its surface area, and rechargeable portable batteries state their capacity on the cell or pack and on the packaging front. Small or embedded batteries move the symbol to the packaging.
What Anxin does: We compare carton and battery photos with the UK marking list before goods leave Qingdao, because relabelling after discharge at Pembroke Dock means opening dangerous goods packages.
Great Britain has its own security pre-filing: for deep-sea containers the entry summary declaration goes to the S&S GB service at least 24 hours before loading at the departure port. The party that issued the bill of lading is legally responsible, and a booking made inside the 24 hours has to go on a later vessel.
What Anxin does: We settle who issues the bill of lading at booking and pass complete consignee and goods data to that party before the Qingdao cut-off.
The UK limits mercury to 0.0005 % and cadmium to 0.002 % by weight in batteries, with listed exceptions, and a battery with more than 0.004 % lead must show the symbol Pb below the bin symbol. OPSS enforces these rules for batteries sold in the UK.
What Anxin does: We ask the manufacturer for a substance statement covering mercury, cadmium and lead and file it with the shipment documents for the UK importer; we do not test batteries.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for United Kingdom before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Pembroke Dock.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Service switches between Suez and Cape routing | Main voyage | Routing written on the booking; quotes kept separate per routing; packing assumes the longer voyage | Carrier, tracked by Anxin |
| Entry summary not lodged and the box rolls | Loading port, Qingdao | Filer and data settled at booking | Bill-of-lading issuer |
| Batteries arrive without the bin symbol or capacity marking | Importer in the UK | Photos checked against the UK marking list before loading | Manufacturer / importer |
Questions
Yes. As producer it registers with the Office for Product Safety and Standards on the NPWD within 28 days of first placing batteries on the market, and shows its BPRN on invoices to business customers.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
