This route runs through Yangshan or Waigaoqiao under Shanghai MSA's photo-verified packing rules, then follows a Suez-or-Cape voyage that ends with the Danish straits and the Baltic; at the far end is the port of Kiel.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Kiel and at customs in Germany.
At Shanghai the packing inspector must upload photos taken before, during and after stuffing through the MSA's remote system, with face recognition and phone location on, before the electronic packing certificate goes out by EDI. A container is not loaded if the photos are missing, uploaded late, taken outside the verified stuffing site, or do not match the EDI cargo data. Stuffing sites outside Shanghai must be registered with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
Cargo for Kiel has to pass the Danish straits. IMO recommends pilots on Route T for ships of 11 m draught or more, and the Danish Maritime Authority reports ships that ignore the recommendation to their flag state. Whether the box stays on one vessel or is transhipped onto a feeder at a North Sea port, each vessel has to accept the UN numbers.
What Anxin does: We ask the carrier to name any transhipment port and the feeder operator on the booking and confirm DG acceptance for that leg as well as the mainline.
Regulation (EU) 2025/1561 pushed the Battery Regulation's due diligence duties for cobalt, lithium, nickel and natural graphite back to 18 August 2027 and gave the Commission until 26 July 2026 for its guidelines. Buyers in Germany are already collecting the supply-chain information they will need.
What Anxin does: We pass the Germany buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.
Whoever first makes batteries available in Germany is the producer and must hold a registration with stiftung ear for each brand and battery category. A non-German brand cannot register itself; it needs one authorised representative in Germany. Since 1 January 2026 every category must also be linked to an approved producer responsibility organisation (OfH), and registrations that were not updated by 15 January 2026 were withdrawn by law.
What Anxin does: We ask who acts as producer for this shipment (importer, brand owner or authorised representative) and for the Batt-Reg.-Nr. DE before the container is booked, so the question is answered while the goods are still in China.
A battery entering Germany has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Kiel.
What Anxin does: We pass the Germany importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Shanghai filings, the booking with the carrier and the documents for Germany before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Kiel.

Questions
The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Germany requires. Both have applied since 18 August 2024.
Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.
It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
