Lithium batteries for Den Helder go out of Shanghai, where MSA spot-checks battery containers during and after filing. On the way they face a voyage that may run through Suez as drawn or round the Cape, depending on the service, and they arrive at the port of Den Helder.

The Dutch side combines an interim registration route with strict port reporting. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

Route profile

The Shanghai → Den Helder route in brief

Origin port

Shanghai (Yangshan / Waigaoqiao)

Yangshan and Waigaoqiao exports under Shanghai MSA's photo-verified packing system, where a mismatch between photos and EDI data keeps a DG box off the ship.

Import country

Netherlands

A battery register still waiting for Rijkswaterstaat, no collective scheme yet for industrial batteries, a 24-hour dangerous-goods report to the port, and the EU-wide CE and label duties.

Where this route gets difficult

What to watch between Shanghai and Den Helder: 5 points

Loading port first, then the sea leg, then Den Helder and the Netherlands market.

  1. Origin port

Not every Shanghai warehouse can stuff lithium DG

Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.

What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.

  2. Sea corridor

Suez on the map, the Cape on most sailings

The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at Den Helder decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.

What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  3. Import country

Dangerous goods reported 24 hours before the ship reaches a Dutch port

A seagoing vessel with packaged dangerous goods must report to the Dutch port authority at least 24 hours before arrival, or before leaving the previous port on a shorter leg, and the port authority decides where it may berth and discharge. Once ashore, a class 9 box awaiting onward transport stays under the dangerous goods act: nothing may be repacked in storage.

What Anxin does: We keep the UN number, packages and weights on the booking final so the carrier's report is right, and remind the importer that any repacking has to happen after the goods leave the port.

  4. Import country

The importer's name and address on the battery

The Battery Regulation asks the importer to put its own name, registered trade name or trade mark and postal address, with a single contact point, on the battery. Only when the battery's size or nature makes that impossible may the details move to the packaging or an accompanying document, so a Netherlands importer's details need to reach the factory before printing.

What Anxin does: We pass the Netherlands importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.

  5. Import country

Battery label from August 2026, QR code from February 2027

Two marking dates fall into current shipping plans for Netherlands: the general label from 18 August 2026 and the QR code from 18 February 2027, which for EV, LMT and larger industrial batteries has to open the battery passport.

What Anxin does: Before booking we ask the Netherlands importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.

Documents & compliance

What to have ready: Shanghai to Den Helder

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

At the Shanghai end

  • Stuffing site registered and geo-verified with Shanghai MSA; fire-safety proof for lithium DG warehouses
  • EU declaration of conformity and CE marking photo from the manufacturer
  • Importer name, trade name and postal address printed on battery or packaging
  • Annex V safety documentation confirmed for stationary storage systems
  • Substance declaration covering mercury, cadmium and lead limits

For the shipping line

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

For the importer in Netherlands

  • Repacking planned outside the port, after onward transport
  • Haulier in Netherlands briefed with UN number, class 9 and tunnel code (E) for the road leg
  • Collective scheme and registration number used in the Netherlands

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shanghai export filings, the carrier booking and the Netherlands import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Shanghai → Den Helder route

The importer's: name, registered trade name or trade mark and postal address with a contact point, on the battery or, if it is too small, on the packaging or accompanying document.

Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.

It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
