From Shanghai to Vlissingen, cargo moves out of Shanghai, crosses a voyage that may run through Suez as drawn or round the Cape, depending on the service, and is discharged at the port of Vlissingen.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Vlissingen and at customs in Netherlands.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.
What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.
The Netherlands has not finished implementing the Battery Regulation: producers will register individually in a Rijkswaterstaat register that is not yet operational. Portable-battery producers can register with Stichting OPEN meanwhile, and its registration number and public producer list are the best available proof; EPAC and ARN cover e-bike and vehicle batteries.
What Anxin does: We ask the Dutch importer which collective scheme it uses and for the registration number it holds, so the buyer has something to show until the national register opens.
A seagoing vessel with packaged dangerous goods must report to the Dutch port authority at least 24 hours before arrival, or before leaving the previous port on a shorter leg, and the port authority decides where it may berth and discharge. Once ashore, a class 9 box awaiting onward transport stays under the dangerous goods act: nothing may be repacked in storage.
What Anxin does: We keep the UN number, packages and weights on the booking final so the carrier's report is right, and remind the importer that any repacking has to happen after the goods leave the port.
The Battery Regulation's due diligence obligations on cobalt, lithium, nickel and natural graphite were postponed by Regulation (EU) 2025/1561 and now apply from 18 August 2027, with Commission guidelines due by 26 July 2026. Buyers in Netherlands are already asking suppliers for the supply-chain data they will need.
What Anxin does: We pass the Netherlands buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shanghai filings, the carrier booking and the Netherlands import file. We check the three against each other before the booking is confirmed.

Questions
24 hours before the container is loaded in China, not before it reaches Vlissingen. Without it carriers do not load the box, and a filing without an EORI number is rejected.
Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
