Where this route gets difficult

5 points to plan for on the Shanghai → Florø route

They run from the Shanghai terminal through the voyage to Florø and the Norway import file.

  1. Origin port

    Fire-rating proof for Shanghai stuffing warehouses

    Under Shanghai MSA's 2024 draft reporting guide, a warehouse stuffing lithium battery dangerous goods must hold fire-department proof of its fire hazard class and fire-resistance rating, and keep its details current on the Shanghai single window, which took over MSA account and site records in 2026.

    What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.

  2. Sea corridor

    Container losses off South Africa

    Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.

    What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.

  3. Import country

    Hazardous cargo report in SafeSeaNet Norway

    Every vessel carrying hazardous or noxious cargo must report it in SafeSeaNet Norway at least 24 hours before arriving at a Norwegian port, with the cargo correctly categorised and a manifest or cargo plan showing where the dangerous goods are stowed. The data comes from the shipper's declaration, so an error made in Shanghai travels all the way to Florø.

    What Anxin does: We check that the UN number, class and package count on our dangerous goods declaration match the booking, so the carrier's SafeSeaNet report for Florø is built on consistent data.

  4. Import country

    Digitoll: cargo data 24 hours before the first Norwegian call

    Norway's Digitoll for sea cargo became mandatory on 15 September 2026: the carrier or its representative sends transport, master and house consignment messages at least 24 hours before the first Norwegian call, and the importer declares in TVINN no later than arrival at Florø. The old direct-transfer arrangement ends on 1 March 2027.

    What Anxin does: We give the carrier and the Norwegian customs agent matching house-bill data, and ask the importer who files the TVINN declaration, so the house consignment for Florø links to it before arrival.

  5. Import country

    Norway is inside the EU customs security area

    Since 1 July 2009 an agreement has placed Norway in the EU customs security area, so cargo for Florø is pre-notified in ICS2 exactly as for EU ports, and the filer needs an EORI number. Norway's non-EU status does not remove the filing before loading in Shanghai.

    What Anxin does: We collect the Norwegian consignee's details and an HS-level description at booking and make sure the ENS filer has them before the Shanghai cut-off.

What to have ready: Shanghai to Florø

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Common questions on the Shanghai → Florø route

Since 15 September 2026 vessel and cargo information must be filed digitally at least 24 hours before the first Norwegian call, and the importer's TVINN declaration is due by arrival at the discharge port.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
