Where this route gets difficult

5 points to plan for on the Shanghai → Tavira route

In the order the cargo meets them: at the loading port, at sea, at Tavira and at customs in Portugal.

  1. Origin port

    Shanghai checks during and after the voyage filing, not just before

    Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.

    What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.

  2. Sea corridor

    Mediterranean services are back in the Red Sea more than others

    Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Tavira the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.

    What Anxin does: We ask the carrier which routing its service to Tavira uses and name it on the quote, together with any war-risk or emergency surcharge.

  3. Import country

    The ICS2 entry summary is due before loading in Shanghai

    Sea cargo for the EU needs a complete Entry Summary Declaration under ICS2 Release 3, and for deep-sea containers it is due 24 hours before loading at the departure port. Carriers apply 'no manifest, no load', and a filing without a valid EORI number is rejected, so a data gap in Shanghai leaves the box on the quay.

    What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Shanghai cut-off.

  4. Import country

    CE marking and a declaration of conformity in the right language

    The importer in Portugal carries the check: CE marking on the battery and an EU declaration of conformity, translated into the language Portugal asks for, have both been required since 18 August 2024 for batteries entering the EU market.

    What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Portugal importer. We check that the documents exist and match the goods; we do not assess conformity.

  5. Import country

    Built-in portable batteries must be user-replaceable from February 2027

    From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Portugal for sale after that date need a design that meets the rule.

    What Anxin does: When appliances with built-in batteries are booked for Portugal we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.
