From Shanghai to Dover, cargo moves out of Shanghai, crosses a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and is discharged at the port of Dover.
Great Britain runs its own post-Brexit pre-filing and battery producer rules. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Yangshan and Waigaoqiao exports under Shanghai MSA's photo-verified packing system, where a mismatch between photos and EDI data keeps a DG box off the ship.
UK producer registration, a compliance scheme for portable batteries above 1 tonne a year, and import clearance through HMRC's Customs Declaration Service.

Where this route gets difficult
They run from the Shanghai terminal through the voyage to Dover and the United Kingdom import file.
Shanghai's electronic packing certificate goes out by EDI only after the inspector has uploaded before, during and after stuffing photos through the MSA's remote system, with face recognition and phone location switched on. Missing, late or off-site photos, or photos that do not match the EDI cargo data, stop the container from loading. Stuffing sites outside Shanghai need registration with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Dover decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
The UK's S&S GB service must hold the entry summary for a Dover container 24 hours before it is loaded in Shanghai. Whoever issued the bill of lading answers for it, and a late booking rolls to a later vessel rather than being loaded unfiled.
What Anxin does: We settle who issues the bill of lading at booking and pass complete consignee and goods data to that party before the Shanghai cut-off.
Under the Dangerous Goods in Harbour Areas Regulations 2016, dangerous goods may not enter a British harbour area unless the harbour master has had notice at least 24 hours (and at most six months) in advance, or has agreed a shorter period. UN numbers, names and quantities are part of that notice, so the vessel's report is only as good as the booking data.
What Anxin does: We freeze the UN number, proper shipping name, package count and gross weight on the booking before departure and send any change to the carrier at once.
UK rules require appliances with built-in batteries to be designed so that the end user can readily remove the battery, or, where that is not possible, an independent qualified professional can, with instructions naming the battery type. The design question sits with the manufacturer, long before the goods reach Dover.
What Anxin does: When appliances with built-in batteries are booked for the UK we remind the importer of the removability rule so the manufacturer can answer it before shipment; we do not assess compliance.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Shanghai filings, the booking with the carrier and the documents for United Kingdom before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Dover.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Container refused for loading: photos late, off-site or not matching EDI data | Yangshan / Waigaoqiao | Photo upload checked against EDI data before the certificate is sent | Packing inspector, checked by Anxin |
| Service switches between Suez and Cape routing | Main voyage | Routing written on the booking; quotes kept separate per routing; packing assumes the longer voyage | Carrier, tracked by Anxin |
| Entry summary not lodged and the box rolls | Loading port, Shanghai | Filer and data settled at booking | Bill-of-lading issuer |
| Harbour notice late or wrong | Dover harbour area | DG data frozen before departure | Carrier / agent |
Questions
At least 24 hours' notice to the harbour master before the dangerous goods enter the harbour area, under the Dangerous Goods in Harbour Areas Regulations 2016, unless the harbour master agrees a shorter period.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
