From Shanghai to Inverness, cargo moves through Yangshan or Waigaoqiao under Shanghai MSA's photo-verified packing rules, crosses a voyage that may run through Suez as drawn or round the Cape, depending on the service, and is discharged at the port of Inverness.

On the UK side, customs runs through HMRC's Customs Declaration Service and producers report battery tonnage through the NPWD. This page sets out 6 points specific to this route, how Anxin handles each one and which documents to prepare.

The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.

Where this route gets difficult

6 pain points from Shanghai to Inverness

They run from the Shanghai terminal through the voyage to Inverness and the United Kingdom import file.

  1. Origin port

Shanghai MSA spot-checks after the filing too

Shanghai MSA's Notice No. 4 of 2024 lets the shipper use either an inspector-signed packing certificate or a packing declaration from the stuffing company, but the responsibility stays with the shipper: UN-tested batteries, protected against damage, short circuit and accidental activation. MSA spot-checks during and after the process and can ask for proof.

What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.

  2. Origin port

Photo evidence before Shanghai issues the packing certificate

Shanghai's electronic packing certificate goes out by EDI only after the inspector has uploaded before, during and after stuffing photos through the MSA's remote system, with face recognition and phone location switched on. Missing, late or off-site photos, or photos that do not match the EDI cargo data, stop the container from loading. Stuffing sites outside Shanghai need registration with Shanghai MSA.

What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.

  3. Sea corridor

Suez on the map, the Cape on most sailings

The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at Inverness decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.

What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  4. Import country

Bin symbol and capacity label under the 2008 regulations

Great Britain still labels batteries under the Batteries and Accumulators (Placing on the Market) Regulations 2008: a crossed-out wheeled bin symbol of a set minimum size on every battery, moved to the packaging only when the battery is too small or cannot practically be marked, and a capacity in mAh or Ah on portable rechargeables and on the front of their packaging.

What Anxin does: We compare carton and battery photos with the UK marking list before goods leave Shanghai, because relabelling after discharge at Inverness means opening dangerous goods packages.

  5. Import country

24 hours' written notice to the harbour master

The Dangerous Goods in Harbour Areas Regulations 2016 bar bringing dangerous goods into a British harbour area without notice to the harbour master at least 24 hours ahead (and no more than six months), unless the harbour master agrees a shorter period. The notice carries UN numbers, names and quantities, so the vessel's data depend on the booking.

What Anxin does: We freeze the UN number, proper shipping name, package count and gross weight on the booking before departure and send any change to the carrier at once.

  6. Import country

Road haulage from Inverness under the carriage regulations

The road leg out of Inverness is regulated by the Carriage of Dangerous Goods Regulations 2009, which make ADR the rulebook for dangerous goods on British roads, with national derogations. UN 3480 moves as class 9, so the haulier needs the same package and UN details as the ocean declaration.

What Anxin does: We give the UK haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Inverness matches what left Shanghai.

Documents & compliance

Checklist for Shanghai → Inverness

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Before loading in Shanghai

  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Crossed-out bin symbol and mAh/Ah capacity label checked on battery and packaging photos

For the shipping line

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

Send the file once, complete

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shanghai filings, the carrier booking and the United Kingdom import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Shanghai → Inverness: questions we are asked

At least 24 hours' notice to the harbour master before the dangerous goods enter the harbour area, under the Dangerous Goods in Harbour Areas Regulations 2016, unless the harbour master agrees a shorter period.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
