5 points to plan for on the Shanghai → Newport route

  1. Origin port

    Fire-rating proof for Shanghai stuffing warehouses

    Under Shanghai MSA's 2024 draft reporting guide, a warehouse stuffing lithium battery dangerous goods must hold fire-department proof of its fire hazard class and fire-resistance rating, and keep its details current on the Shanghai single window, which took over MSA account and site records in 2026.

    What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.

  2. Sea corridor

    Container losses off South Africa

    Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.

    What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.

  3. Import country

    Tonnage and chemistry reporting through the NPWD

    UK battery producers register with the environmental regulator through the National Packaging Waste Database and report every year the tonnage and chemistry of the batteries they placed on the market. Distributors and retailers supplying more than 32 kg a year also have to offer free take-back of waste portable batteries.

    What Anxin does: We give the UK importer the battery weight and chemistry for each shipment from our booking data, which it can use for its annual return; the registration itself stays with the producer.

  4. Import country

    Road haulage from Newport under the carriage regulations

    Once the box is off the quay at Newport, the Carriage of Dangerous Goods Regulations 2009 apply: regulation 5 requires road carriage of dangerous goods in Great Britain to comply with ADR, subject to GB derogations. For UN 3480 that means class 9 documentation, marked packages and a haulier set up for ADR loads.

    What Anxin does: We give the UK haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Newport matches what left Shanghai.

  5. Import country

    Bin symbol and capacity label under the 2008 regulations

    Great Britain still labels batteries under the Batteries and Accumulators (Placing on the Market) Regulations 2008: a crossed-out wheeled bin symbol of a set minimum size on every battery, moved to the packaging only when the battery is too small or cannot practically be marked, and a capacity in mAh or Ah on portable rechargeables and on the front of their packaging.

    What Anxin does: We compare carton and battery photos with the UK marking list before goods leave Shanghai, because relabelling after discharge at Newport means opening dangerous goods packages.

Common questions on the Shanghai → Newport route

Yes. As producer it registers with the Office for Product Safety and Standards on the NPWD within 28 days of first placing batteries on the market, and shows its BPRN on invoices to business customers.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
