Lithium batteries for Poole go through Yangshan or Waigaoqiao under Shanghai MSA's photo-verified packing rules. On the way they face a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and they arrive at the port of Poole.

Great Britain runs its own post-Brexit pre-filing and battery producer rules. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Yangshan / Waigaoqiao export
  • Photo-verified packing certificate
  • S&S GB entry summary
  • English-language safety information
  • Consignee EORI

Route profile

How Shanghai → Poole differs from other lanes

Origin port

Shanghai (Yangshan / Waigaoqiao)

Yangshan and Waigaoqiao exports under Shanghai MSA's photo-verified packing system, where a mismatch between photos and EDI data keeps a DG box off the ship.

Import country

United Kingdom

An EORI starting with GB or XI and a CDS subscription for customs, annual tonnage and chemistry reporting through the NPWD, and take-back duties for distributors above 32 kg a year.

Where this route gets difficult

5 pain points from Shanghai to Poole

In the order the cargo meets them: at the loading port, at sea, at Poole and at customs in United Kingdom.

  1. Origin port

    Shanghai's photo-verified packing certificate

At Shanghai the packing inspector must upload photos taken before, during and after stuffing through the MSA's remote system, with face recognition and phone location on, before the electronic packing certificate goes out by EDI. A container is not loaded if the photos are missing, uploaded late, taken outside the verified stuffing site, or do not match the EDI cargo data. Stuffing sites outside Shanghai must be registered with Shanghai MSA.

What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.

  2. Sea corridor

Drawn via Suez, sailed mostly via the Cape

The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Poole decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.

What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  3. Import country

Customs declaration through CDS with a GB EORI

Import clearance at Poole runs through HMRC's Customs Declaration Service; CHIEF is no longer an option. A GB (or XI) EORI number and a CDS subscription are prerequisites, and subscription can take up to 5 working days when HMRC makes extra checks.

What Anxin does: At booking we ask for the UK importer's EORI number and who will lodge the CDS declaration, and pass the commercial invoice, packing list and dangerous goods details to that agent before arrival.

  4. Import country

BPRN and 28-day registration for industrial batteries

The UK usually treats the importer as the producer. Producers of industrial and vehicle batteries register with the Office for Product Safety and Standards on the NPWD within 28 days of first placing batteries on the market, report tonnage, chemistry and brand by 31 March, and take waste industrial batteries back from end-users free of charge; the BPRN must appear on invoices and delivery notes to business customers.

What Anxin does: For storage and industrial packs we ask the UK importer for its BPRN before booking and add it to the documents we prepare.

  5. Import country

Road haulage from Poole under the carriage regulations

Once the box is off the quay at Poole, the Carriage of Dangerous Goods Regulations 2009 apply: regulation 5 requires road carriage of dangerous goods in Great Britain to comply with ADR, subject to GB derogations. For UN 3480 that means class 9 documentation, marked packages and a haulier set up for ADR loads.

What Anxin does: We give the UK haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Poole matches what left Shanghai.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shanghai filings, the carrier booking and the United Kingdom import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Shanghai → Poole route

Yes. As producer it registers with the Office for Product Safety and Standards on the NPWD within 28 days of first placing batteries on the market, and shows its BPRN on invoices to business customers.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
