Where this route gets difficult

Where Shenzhen → Oostende shipments get held up: 5 points

They run from the Shenzhen terminal through the voyage to Oostende and the Belgium import file.

  1. Origin port

    Dongguan's packaging certificate data is shared

    Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Sea corridor

    Drawn via Suez, sailed mostly via the Cape

    The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Oostende decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.

    What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  3. Import country

    The ICS2 entry summary is due before loading in Shenzhen

    For Oostende, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Shenzhen. No filing means no loading, and a missing EORI number is enough to reject it.

    What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Shenzhen cut-off.

  4. Import country

    The importer's name and address on the battery

    A battery entering Belgium has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Oostende.

    What Anxin does: We pass the Belgium importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.

  5. Import country

    User-replaceable batteries in appliances from 18 February 2027

    Article 11 of the Battery Regulation says that from 18 February 2027 portable batteries inside appliances must be readily removable and replaceable by the end-user using commercially available tools, without heat or solvents, except under limited derogations. Appliances sold in Belgium after that date need a design that complies.

    What Anxin does: When appliances with built-in batteries are booked for Belgium we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Documents & compliance

Checklist for Shenzhen → Oostende

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

In Shenzhen, before the box is loaded

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • EU declaration of conformity and CE marking photo from the manufacturer
  • Importer name, trade name and postal address printed on battery or packaging

For the carrier and the voyage

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

For import into Belgium

  • Instructions and safety information in the language Belgium requires
  • Haulier in Belgium briefed with UN number, class 9 and tunnel code (E) for the road leg

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shenzhen export filings, the carrier booking and the Belgium import papers. We compare all three before confirming space.

Common questions on the Shenzhen → Oostende route
