Lithium batteries for Skoldvik go out of Shenzhen's Yantian and Shekou terminals. On the way they face a Suez-or-Cape voyage that ends with the Danish straits and the Baltic, and they arrive at the port of Skoldvik.
Finland keeps its battery producers in a national register at the Finnish Supervisory Agency. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Pearl River Delta battery cargo, often stuffed at factories in Dongguan or Huizhou, exported through Yantian or Shekou, with a typhoon season from June to October.
The national producer register at the Finnish Supervisory Agency, a Finnish authorised representative for distance sellers, and the EU-wide battery and ICS2 duties.

Where this route gets difficult
Loading port first, then the sea leg, then Skoldvik and the Finland market.
June to October is the regional tropical cyclone season according to the Hong Kong Observatory, peaking July to September. Because DG boxes need approved MSA filings and a signed packing certificate before loading, a gate closure or rolled vessel in those weeks can move the entire document chain to another sailing.
What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.
Ships of 5,000 GT and above calling at EU ports, Skoldvik included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
The Battery Regulation asks the importer to put its own name, registered trade name or trade mark and postal address, with a single contact point, on the battery. Only when the battery's size or nature makes that impossible may the details move to the packaging or an accompanying document, so a Finland importer's details need to reach the factory before printing.
What Anxin does: We pass the Finland importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.
Importers must make sure batteries come with instructions and safety information in a language end-users in Finland easily understand, as that Member State decides. Printed inserts and carton text are far easier to change before the goods are packed in China.
What Anxin does: We ask the importer which language Finland requires and check carton and insert photos against it before loading.
Article 11 of the Battery Regulation says that from 18 February 2027 portable batteries inside appliances must be readily removable and replaceable by the end-user using commercially available tools, without heat or solvents, except under limited derogations. Appliances sold in Finland after that date need a design that complies.
What Anxin does: When appliances with built-in batteries are booked for Finland we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Shenzhen filings, the booking with the carrier and the documents for Finland before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Skoldvik.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Typhoon closes terminals or delays the vessel after filings are made | Yantian / Shekou, Jun–Oct | Slack in stuffing date; refile quickly on vessel change | Anxin with the declarant |
| Emissions surcharge changes between quote and sailing | EU port call | Surcharge shown as a separate line | Carrier, checked by Anxin |
| Importer details missing from battery and packaging | Importer in Finland | Address block sent to the factory before packing | Manufacturer / importer |
Questions
24 hours before the container is loaded in China, not before it reaches Skoldvik. Without it carriers do not load the box, and a filing without an EORI number is rejected.
Yes, but in the restriction period only ships of the required ice class and deadweight receive icebreaker assistance. Finland's agency publishes the restrictions on baltice.org, with exemption requests due at least three working days before arrival.
Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
