Shenzhen to Rosslare
South China Sea · Malacca Strait · Indian Ocean · Bab-el-Mandeb · Suez Canal · Strait of Gibraltar · Celtic Sea · St George's Channel
From Shenzhen to Rosslare, cargo moves from Dongguan and Shenzhen factories via Yantian, crosses a voyage that may run through Suez as drawn or round the Cape, depending on the service, and is discharged at the port of Rosslare.
The Irish side adds PRL registration to the EU battery rules. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.
Producer registration with PRL, an Irish authorised representative where needed, a compliance scheme for take-back, and the EU-wide battery and ICS2 duties.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Rosslare and at customs in Ireland.
Much Shenzhen battery export is stuffed inland and trucked to the terminal. In May 2026 Yantian MSA and Dongguan MSA ran a cross-regional 'one-box' pilot: four battery containers were inspected jointly at the Dongguan factory and loaded at Yantian without being opened again. It shows that the inspection record made at the factory is what matters at the terminal.
What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.
Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.
What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.
The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Rosslare decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
Two marking dates fall into current shipping plans for Ireland: the general label from 18 August 2026 and the QR code from 18 February 2027, which for EV, LMT and larger industrial batteries has to open the battery passport.
What Anxin does: Before booking we ask the Ireland importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.
A battery entering Ireland has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Rosslare.
What Anxin does: We pass the Ireland importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.
For portable batteries, Annex I sets maximum levels of 0.0005 % mercury, 0.002 % cadmium and 0.01 % lead by weight, the lead limit applying since 18 August 2024. The importer in Ireland may be asked by market surveillance to demonstrate compliance.
What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Ireland importer; we do not test batteries.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Shenzhen filings, the booking with the carrier and the documents for Ireland before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Rosslare.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Packaging certificate and MSA filing disagree; shipment flagged | Dongguan → Yantian | Line-by-line comparison before filing | Anxin with the declarant |
| Container reopened at the terminal because records do not match | Factory → Yantian | Photos, packing certificate and DG declaration cross-checked before trucking | Anxin |
| Service switches between Suez and Cape routing | Main voyage | Routing written on the booking; quotes kept separate per routing; packing assumes the longer voyage | Carrier, tracked by Anxin |
| Stock shipped without the label due from August 2026 | Importer in Ireland | Label status confirmed before booking | Manufacturer / importer |
| Importer details missing from battery and packaging | Importer in Ireland | Address block sent to the factory before packing | Manufacturer / importer |
Questions
24 hours before the container is loaded in China, not before it reaches Rosslare. Without it carriers do not load the box, and a filing without an EORI number is rejected.
Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.
Yes, provided a certified packing inspector supervises the stuffing and signs the container packing certificate. Since May 2026 Yantian and Dongguan MSA have also piloted joint factory inspection so the container can be loaded at Yantian without reopening; we check whether your shipment can use it.

We check carrier acceptance for Shenzhen → Rosslare before any booking, and ask for missing battery documents first.
