Lithium batteries for Venice go from Dongguan and Shenzhen factories via Yantian, where the one-box route had moved 409 battery containers by September 2026. On the way they face a Bab el-Mandeb and Suez passage into the Mediterranean, and they arrive at the port of Venice.

Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult

5 pain points from Shenzhen to Venice

Listed from loading in Shenzhen to import into Italy, each with what we do about it.

  1. Origin port

    Packaging certificates are now visible to both customs and MSA

    Much of Shenzhen's battery cargo is made in Dongguan, home to more than 500 battery firms. In September 2026 Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data, described as a first in China, and committed to joint action against concealed and false declarations. The one-box route to Yantian, which had moved 409 containers by then, rests on that same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Sea corridor

    Suez itself is working normally

    The JMIC's September 2026 update rated the northern Red Sea and Suez Canal MODERATE, with the canal operating in both directions and container lines returning selectively, and the Eastern Mediterranean LOW. The risk on this corridor is concentrated at the southern entrance of the Red Sea rather than at the canal.

    What Anxin does: We check before each booking whether the service has changed routing since the last quote.

  3. Import country

    Battery label from August 2026, QR code from February 2027

    Two marking dates fall into current shipping plans for Italy: the general label from 18 August 2026 and the QR code from 18 February 2027, which for EV, LMT and larger industrial batteries has to open the battery passport.

    What Anxin does: Before booking we ask the Italy importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.

  4. Import country

    Supply-chain due diligence moved to August 2027

    The Battery Regulation's due diligence obligations on cobalt, lithium, nickel and natural graphite were postponed by Regulation (EU) 2025/1561 and now apply from 18 August 2027, with Commission guidelines due by 26 July 2026. Buyers in Italy are already asking suppliers for the supply-chain data they will need.

    What Anxin does: We pass the Italy buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

  5. Import country

    Built-in portable batteries must be user-replaceable from February 2027

    From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Italy for sale after that date need a design that meets the rule.

    What Anxin does: When appliances with built-in batteries are booked for Italy we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Documents & compliance

What to have ready: Shenzhen to Venice

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

At the Shenzhen end

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable

For the shipping line

  • Routing (Red Sea or Cape) and any war-risk surcharge stated on the booking
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

For import into Italy

  • Label and QR-code status against the August 2026 and February 2027 dates
  • Haulier in Italy briefed with UN number, class 9 and tunnel code (E) for the road leg
  • Italian battery register number of the producer or its representative

The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Italy requires. Both have applied since 18 August 2024.

Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.

Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
