Where this route gets difficult

5 points to plan for on the Shenzhen → Svolvær route

Listed from loading in Shenzhen to import into Norway, each with what we do about it.

  1. Origin port

    Factory stuffing in Dongguan, loading at Yantian: avoid a second opening

    Much Shenzhen battery export is stuffed inland and trucked to the terminal. In May 2026 Yantian MSA and Dongguan MSA ran a cross-regional 'one-box' pilot: four battery containers were inspected jointly at the Dongguan factory and loaded at Yantian without being opened again. It shows that the inspection record made at the factory is what matters at the terminal.

    What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.

  2. Sea corridor

    Container losses off South Africa

    Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.

    What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.

  3. Import country

    Norway is inside the EU customs security area

    Since 1 July 2009 an agreement has placed Norway in the EU customs security area, so cargo for Svolvær is pre-notified in ICS2 exactly as for EU ports, and the filer needs an EORI number. Norway's non-EU status does not remove the filing before loading in Shenzhen.

    What Anxin does: We collect the Norwegian consignee's details and an HS-level description at booking and make sure the ENS filer has them before the Shenzhen cut-off.

  4. Import country

    Hazardous cargo report in SafeSeaNet Norway

    Every vessel carrying hazardous or noxious cargo must report it in SafeSeaNet Norway at least 24 hours before arriving at a Norwegian port, with the cargo correctly categorised and a manifest or cargo plan showing where the dangerous goods are stowed. The data comes from the shipper's declaration, so an error made in Shenzhen travels all the way to Svolvær.

    What Anxin does: We check that the UN number, class and package count on our dangerous goods declaration match the booking, so the carrier's SafeSeaNet report for Svolvær is built on consistent data.

  5. Import country

    Marking under Norway's product regulation

    While Norway waits for the EU rules, batteries are marked under the Norwegian product regulation: the crossed-out waste container, Hg, Cd or Pb symbols above set thresholds, and capacity marking for certain battery types. Under the waste regulation the importer must also be a member of an approved battery return company.

    What Anxin does: We compare carton and battery photos against the Norwegian marking list before loading and ask the importer to confirm its return company.

Documents & compliance

Checklist for Shenzhen → Svolvær

  • Return company (producer responsibility) membership of the Norwegian importer
  • Norwegian haulier briefed with UN 3480 class 9 and tunnel code (E)

Questions about shipping from Shenzhen to Svolvær

Not yet. It has not been incorporated into the EEA Agreement; existing Norwegian battery rules and approved producer responsibility companies continue until a new Norwegian regulation takes over.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

Yes, provided a certified packing inspector supervises the stuffing and signs the container packing certificate.
