Where this route gets difficult

5 pain points from Shenzhen to Olhão

They run from the Shenzhen terminal through the voyage to Olhão and the Portugal import file.

  1. Origin port

    Packaging certificates are now visible to both customs and MSA

    Much of Shenzhen's battery cargo is made in Dongguan, home to more than 500 battery firms. In September 2026 Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data, described as a first in China, and committed to joint action against concealed and false declarations. The one-box route to Yantian, which had moved 409 containers by then, rests on that same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Sea corridor

    Suez is the likelier routing for Olhão

    Asia–Mediterranean services used the Red Sea 57% of the time in September 2026 according to Sea-Intelligence, compared with 27% for North Europe, so a box for Olhão most probably goes via Suez and through Bab el-Mandeb. The JMIC rated that strait SUBSTANTIAL on 24 September 2026; the Houthis call their blockade selective and now hold Perim Island in the channel.

    What Anxin does: We ask the carrier which routing its service to Olhão uses and name it on the quote, together with any war-risk or emergency surcharge.

  3. Import country

    APA's SILiAmb register and an annual declaration

    Importers placing batteries on the market in Portugal register with the Portuguese Environment Agency (APA) on SILiAmb and submit an annual declaration by 31 March that includes batteries built into other products. They meet their responsibility through a licensed management entity such as Electrão, or through an individual system authorised by APA.

    What Anxin does: We ask the Portuguese importer for its APA registration and management entity before booking, and list battery weights separately so its declaration is easy.

  4. Import country

    The ICS2 entry summary is due before loading in Shenzhen

    Sea cargo for the EU needs a complete Entry Summary Declaration under ICS2 Release 3, and for deep-sea containers it is due 24 hours before loading at the departure port. Carriers apply 'no manifest, no load', and a filing without a valid EORI number is rejected, so a data gap in Shenzhen leaves the box on the quay.

    What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Shenzhen cut-off.

  5. Import country

    Safety information in a language Portugal accepts

    An importer has to ensure that batteries are accompanied by instructions and safety information in a language that end-users in Portugal can easily understand, as the Member State determines. Inserts and carton print are much simpler to adjust before packing in China.

    What Anxin does: We ask the importer which language Portugal requires and check carton and insert photos against it before loading.
