Lithium batteries for Oostende go through Tianjin, with its Beijiang and Dongjiang terminals on the Bohai Bay. On the way they face a voyage that may run through Suez as drawn or round the Cape, depending on the service, and they arrive at the port of Oostende.

Belgium expects the importer to be covered by Bebat or an approved individual plan. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Tianjin Xingang export
  • Factory-supervised loading
  • Language set for Belgian inserts
  • Consignee EORI
  • EU declaration of conformity

The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.

Where this route gets difficult

What to watch between Tianjin and Oostende: 6 points

Loading port first, then the sea leg, then Oostende and the Belgium market.

  1. Origin port

Winter ice at the Haihe mouth

Sea ice forms every winter in the Bohai Sea, and the Haihe estuary at Tianjin is among the severe areas. In winter 2021/22 China's national marine forecast centre expected the peak ice period from mid-January to mid-February, with floating ice reaching about 5 nautical miles out in Bohai Bay. Ice and cold spells slow port operations around the Chinese New Year shipping peak.

What Anxin does: For January and February sailings from Tianjin we add slack between stuffing and the DG cut-off and confirm the vessel's berthing window with the carrier the week before loading.

  2. Origin port

A slow document review at Tianjin can mean a missed vessel

Tianjin MSA itself said in July 2026 that, under the traditional review model, long document reviews often made firms miss the vessel's document cut-off, leaving cargo in port to be re-allocated to another ship. Its new fast-track green channel (appointment-based, more than 50% faster, with a fixed document list) is for new-energy-vehicle cargo; battery shipments should not assume they qualify.

What Anxin does: We submit the cargo report with the full document set (safe-carriage declaration, SDS, packing certificate, packaging certificate) days before the cut-off rather than on the day, and treat any MSA query as same-day work.

  3. Sea corridor

The inbound leg's emissions now count under EU ETS

Because Oostende is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.

What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  4. Import country

The ICS2 entry summary is due before loading in Tianjin

Sea cargo for the EU needs a complete Entry Summary Declaration under ICS2 Release 3, and for deep-sea containers it is due 24 hours before loading at the departure port. Carriers apply 'no manifest, no load', and a filing without a valid EORI number is rejected, so a data gap in Tianjin leaves the box on the quay.

What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Tianjin cut-off.

  5. Import country

Safety documentation for stationary storage systems

Since 18 August 2024 a stationary battery energy storage system placed on the EU market must be safe in normal operation, and its technical documentation must show testing against the Annex V safety parameters, from thermal shock and short-circuit protection to over-discharge and thermal propagation. Buyers of ESS cabinets in Belgium increasingly ask for that file before delivery.

What Anxin does: For ESS cabinets and racks bound for Belgium we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

  6. Import country

Mercury, cadmium and lead limits in portable batteries

Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Belgium can ask the importer to show that the goods meet these limits.

What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Belgium importer; we do not test batteries.

Documents & compliance

What to have ready: Tianjin to Oostende

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

In Tianjin, before the box is loaded

  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • EU declaration of conformity and CE marking photo from the manufacturer
  • Importer name, trade name and postal address printed on battery or packaging
  • Annex V safety documentation confirmed for stationary storage systems

Carrier and voyage

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

For the importer in Belgium

  • Bebat membership (or approved individual plan) of the Belgian producer
  • Label and QR-code status against the August 2026 and February 2027 dates

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Tianjin export filings, the carrier booking and the Belgium import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Tianjin → Oostende route

The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Belgium requires. Both have applied since 18 August 2024.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

The green channel Tianjin MSA announced in July 2026 is for new-energy-vehicle cargo. For battery containers we plan on the normal review and file early, because Tianjin MSA has said long reviews under the traditional model often cost firms their vessel cut-off.
