From Tianjin to Raahe, cargo moves from North China through Tianjin Xingang, crosses a long Europe voyage extended through the Danish straits into the Baltic, and is discharged at the port of Raahe.
The Finnish side adds producer registration to the EU battery rules. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
The Baltic is reached only through the Danish straits, where deep-draught ships are advised to take pilots, and its northern ports set ice-class restrictions every winter.
The national producer register at the Finnish Supervisory Agency, a Finnish authorised representative for distance sellers, and the EU-wide battery and ICS2 duties.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Raahe and at customs in Finland.
Every winter the Bohai Sea ices over, and the Haihe estuary at Tianjin is one of the harder-hit areas. For 2021/22 the national marine forecast centre put the peak ice period between mid-January and mid-February, with floating ice about 5 nautical miles out in Bohai Bay. Ice and cold slow port work just as the Chinese New Year peak arrives.
What Anxin does: For January and February sailings from Tianjin we add slack between stuffing and the DG cut-off and confirm the vessel's berthing window with the carrier the week before loading.
Every box for Raahe passes the Danish straits, where IMO recommends pilotage on Route T for ships with a draught of 11 m or more and the Danish Maritime Authority reports non-compliant ships to their flag state. If the container is moved to a feeder at a North Sea port, that second vessel must also accept the UN numbers.
What Anxin does: We ask the carrier to name any transhipment port and the feeder operator on the booking and confirm DG acceptance for that leg as well as the mainline.
Producer responsibility for batteries in Finland runs through the national producer register, now held by the Finnish Supervisory Agency. A seller abroad that ships directly to Finnish customers must appoint an authorised representative established in Finland, and a producer organisation can take that role.
What Anxin does: We ask whether the Finnish consignee or a foreign seller is the producer of record, and for the register details, before booking.
Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Finland can ask the importer to show that the goods meet these limits.
What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Finland importer; we do not test batteries.
Importers must make sure batteries come with instructions and safety information in a language end-users in Finland easily understand, as that Member State decides. Printed inserts and carton text are far easier to change before the goods are packed in China.
What Anxin does: We ask the importer which language Finland requires and check carton and insert photos against it before loading.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Tianjin filings, the carrier booking and the Finland import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Ice or cold spell slows berthing in mid-winter | Bohai Bay, Jan–Feb | Slack between stuffing and cut-off; berthing window reconfirmed | Carrier, monitored by Anxin |
| Feeder operator does not accept the UN numbers | North Sea hub | DG acceptance for the feeder leg confirmed | Anxin with the carrier |
| Distance seller with no Finnish authorised representative | Finnish producer register | Producer role confirmed at booking | Seller / importer |
Questions
24 hours before the container is loaded in China, not before it reaches Raahe. Without it carriers do not load the box, and a filing without an EORI number is rejected.
Yes, but in the restriction period only ships of the required ice class and deadweight receive icebreaker assistance. Finland's agency publishes the restrictions on baltice.org, with exemption requests due at least three working days before arrival.
The green channel Tianjin MSA announced in July 2026 is for new-energy-vehicle cargo. For battery containers we plan on the normal review and file early, because Tianjin MSA has said long reviews under the traditional model often cost firms their vessel cut-off.
