From Tianjin to Galway, cargo moves out of Tianjin's Xingang terminals, crosses a voyage that may run through Suez as drawn or round the Cape, depending on the service, and is discharged at the port of Galway.
The Irish side adds PRL registration to the EU battery rules. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.
Producer registration with PRL, an Irish authorised representative where needed, a compliance scheme for take-back, and the EU-wide battery and ICS2 duties.

Where this route gets difficult
Loading port first, then the sea leg, then Galway and the Ireland market.
In July 2026 Tianjin MSA acknowledged that long document reviews under its traditional model often caused firms to miss the vessel's document cut-off, leaving cargo in port for another ship. The new appointment-based green channel, more than 50% faster with a fixed document list, is for new-energy-vehicle cargo; battery shipments should not count on it.
What Anxin does: We submit the cargo report with the full document set (safe-carriage declaration, SDS, packing certificate, packaging certificate) days before the cut-off rather than on the day, and treat any MSA query as same-day work.
The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Galway decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
Ireland treats the first company to place batteries on its market as the producer, and that includes batteries inside products and distance sales. Producers register with Producer Register Limited, join an approved compliance scheme such as WEEE Ireland or ERP Ireland, and, if they have no legal presence in Ireland, act through an Irish authorised representative.
What Anxin does: We ask the Irish importer for its PRL registration and scheme before booking, so the goods are not waiting at Galway for paperwork.
Since 18 August 2024 a battery sold in the EU needs the CE marking and an EU declaration of conformity from its manufacturer. The declaration has to be available in the language Ireland requires, and the importer is the one who must check both before the goods are released for sale.
What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Ireland importer. We check that the documents exist and match the goods; we do not assess conformity.
Once the container leaves the terminal by road, ADR applies: Directive 2008/68/EC makes EU countries use it for domestic dangerous goods journeys as well as international ones. UN 3480 is class 9, transport category 2, with tunnel restriction code (E), so the haulier in Ireland has to plan around category E tunnels, and damaged or defective batteries fall under special provision 376 and packing instructions P908 or P911 instead of P903.
What Anxin does: We give the Ireland haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Tianjin.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Tianjin filings, the booking with the carrier and the documents for Ireland before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Galway.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Document review runs past the vessel cut-off; cargo re-allocated to a later ship | Tianjin MSA review | Complete document set filed days before cut-off | Anxin with the declarant |
| Service switches between Suez and Cape routing | Main voyage | Routing written on the booking; quotes kept separate per routing; packing assumes the longer voyage | Carrier, tracked by Anxin |
| Producer not registered with PRL | Importer in Ireland | Registration confirmed before booking | Importer |
| Declaration of conformity missing or not in the required language | Importer in Ireland | Declaration and CE photo collected before loading | Manufacturer / importer |
Questions
The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Ireland requires. Both have applied since 18 August 2024.
Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.
The green channel Tianjin MSA announced in July 2026 is for new-energy-vehicle cargo. For battery containers we plan on the normal review and file early, because Tianjin MSA has said long reviews under the traditional model often cost firms their vessel cut-off.
