This route runs through Tianjin, with its Beijiang and Dongjiang terminals on the Bohai Bay, then follows a voyage that may run through Suez as drawn or round the Cape, depending on the service; at the far end is the port of Amsterdam.

Where this route gets difficult

5 pain points from Tianjin to Amsterdam

Loading port first, then the sea leg, then Amsterdam and the Netherlands market.

  1. Origin port

    Packaging appraisal comes first, even with Tianjin's quicker release

    China requires use appraisal of export dangerous-goods packaging before the goods may be exported. Tianjin port's 2025 facilitation measures shortened packaging appraisal time for lithium battery exports through quick release, and Tianjin Port Group provides port services for lithium DG containers, but the appraisal certificate is still a precondition for the rest of the filing.

    What Anxin does: We check at quotation that the packaging maker has its performance appraisal and apply for the use appraisal as soon as the packing is fixed, so the certificate is in hand before the MSA filing.

  2. Sea corridor

    The inbound leg's emissions now count under EU ETS

    Because Amsterdam is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.

    What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  3. Import country

    Substance limits for portable batteries

    For portable batteries, Annex I sets maximum levels of 0.0005 % mercury, 0.002 % cadmium and 0.01 % lead by weight, the lead limit applying since 18 August 2024. The importer in Netherlands may be asked by market surveillance to demonstrate compliance.

    What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Netherlands importer; we do not test batteries.

  4. Import country

    Industrial batteries: an individual approval and a category-wide liability

    No producer organisation covers industrial batteries in the Netherlands yet. Since 18 August 2025 their producers must apply for approval individually, and Stichting OPEN warns that the applicant can end up responsible for collecting all industrial batteries, not only its own.

    What Anxin does: For storage systems and industrial packs we flag this to the Dutch importer before quoting, because the approval question sits with the importer, not the carrier.

  5. Import country

    A national battery register that is not live yet

    The Netherlands has not finished implementing the Battery Regulation: producers will register individually in a Rijkswaterstaat register that is not yet operational. Portable-battery producers can register with Stichting OPEN meanwhile, and its registration number and public producer list are the best available proof; EPAC and ARN cover e-bike and vehicle batteries.

    What Anxin does: We ask the Dutch importer which collective scheme it uses and for the registration number it holds, so the buyer has something to show until the national register opens.

Documents & compliance

Documents to line up for Tianjin → Amsterdam

Tianjin → Amsterdam: questions we are asked

The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Netherlands requires. Both have applied since 18 August 2024.

Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.

Tianjin Customs offers a 'supervised factory loading, direct loading on port arrival' model: stuffing is supervised at the factory, the box enters the port in a booked slot and is loaded directly. Whether a given shipment can use it depends on the customs arrangement for the exporter and the port slot; we check both when you book.
