This route runs through Tianjin, with its Beijiang and Dongjiang terminals on the Bohai Bay, then follows a voyage that may run through Suez as drawn or round the Cape, depending on the service; at the far end is the port of Portimão.

Where this route gets difficult

Where Tianjin → Portimão shipments get held up: 5 points

They run from the Tianjin terminal through the voyage to Portimão and the Portugal import file.

  1. Origin port

    Winter ice at the Haihe mouth

    Sea ice forms every winter in the Bohai Sea, and the Haihe estuary at Tianjin is among the severe areas. In winter 2021/22 China's national marine forecast centre expected the peak ice period from mid-January to mid-February, with floating ice reaching about 5 nautical miles out in Bohai Bay. Ice and cold spells slow port operations around the Chinese New Year shipping peak.

    What Anxin does: For January and February sailings from Tianjin we add slack between stuffing and the DG cut-off and confirm the vessel's berthing window with the carrier the week before loading.

  2. Sea corridor

    EU emissions trading now covers the whole inbound voyage share

    Ships of 5,000 GT and above calling at EU ports, Portimão included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.

    What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  3. Import country

    Mercury, cadmium and lead limits in portable batteries

    Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Portugal can ask the importer to show that the goods meet these limits.

    What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Portugal importer; we do not test batteries.

  4. Import country

    The truck leg out of Portimão runs under ADR

    Once the container leaves the terminal by road, ADR applies: Directive 2008/68/EC makes EU countries use it for domestic dangerous goods journeys as well as international ones. UN 3480 is class 9, transport category 2, with tunnel restriction code (E), so the haulier in Portugal has to plan around category E tunnels, and damaged or defective batteries fall under special provision 376 and packing instructions P908 or P911 instead of P903.

    What Anxin does: We give the Portugal haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Tianjin.

  5. Import country

    Built-in portable batteries must be user-replaceable from February 2027

    From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Portugal for sale after that date need a design that meets the rule.

    What Anxin does: When appliances with built-in batteries are booked for Portugal we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

What to have ready: Tianjin to Portimão

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

In Tianjin, before the box is loaded

  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • EU declaration of conformity and CE marking photo from the manufacturer

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation

For import into Portugal

  • Haulier in Portugal briefed with UN number, class 9 and tunnel code (E) for the road leg

Questions

Common questions on the Tianjin → Portimão route

24 hours before the container is loaded in China, not before it reaches Portimão. Without it carriers do not load the box, and a filing without an EORI number is rejected.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

Tianjin Customs offers a 'supervised factory loading, direct loading on port arrival' model: stuffing is supervised at the factory, the box enters the port in a booked slot and is loaded directly. Whether a given shipment can use it depends on the customs arrangement for the exporter and the port slot; we check both when you book.
