Lithium batteries for Viana do Castelo go out of Tianjin's Xingang terminals, where customs can supervise stuffing at the factory and the box goes straight to the ship on a booked slot. On the way they face a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and they arrive at the port of Viana do Castelo.
On the Portuguese side, APA's SILiAmb register and the EU importer checks both apply. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.
An annual SILiAmb declaration, a licensed management entity or individual system, and EU importer duties from the declaration of conformity to the importer's address on the battery.

Where this route gets difficult
Listed from loading in Tianjin to import into Portugal, each with what we do about it.
China requires use appraisal of export dangerous-goods packaging before the goods may be exported. Tianjin port's 2025 facilitation measures shortened packaging appraisal time for lithium battery exports through quick release, and Tianjin Port Group provides port services for lithium DG containers, but the appraisal certificate is still a precondition for the rest of the filing.
What Anxin does: We check at quotation that the packaging maker has its performance appraisal and apply for the use appraisal as soon as the packing is fixed, so the certificate is in hand before the MSA filing.
The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at Viana do Castelo decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
For portable batteries, Annex I sets maximum levels of 0.0005 % mercury, 0.002 % cadmium and 0.01 % lead by weight, the lead limit applying since 18 August 2024. The importer in Portugal may be asked by market surveillance to demonstrate compliance.
What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Portugal importer; we do not test batteries.
Road delivery from Viana do Castelo is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).
What Anxin does: We give the Portugal haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Tianjin.
Regulation (EU) 2025/1561 pushed the Battery Regulation's due diligence duties for cobalt, lithium, nickel and natural graphite back to 18 August 2027 and gave the Commission until 26 July 2026 for its guidelines. Buyers in Portugal are already collecting the supply-chain information they will need.
What Anxin does: We pass the Portugal buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Tianjin export filings, the carrier booking and the Portugal import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Service switches between Suez and Cape routing | Main voyage | Routing written on the booking; quotes kept separate per routing; packing assumes the longer voyage | Carrier, tracked by Anxin |
| Road route planned through a category E tunnel | Road leg from Viana do Castelo | Tunnel code (E) passed to the haulier with the transport data | Haulier / forwarder |
Questions
The importer's: name, registered trade name or trade mark and postal address with a contact point, on the battery or, if it is too small, on the packaging or accompanying document.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Tianjin Customs offers a 'supervised factory loading, direct loading on port arrival' model: stuffing is supervised at the factory, the box enters the port in a booked slot and is loaded directly. Whether a given shipment can use it depends on the customs arrangement for the exporter and the port slot; we check both when you book.
