This route runs through Xiamen, the port for more than 90% of Fujian's lithium battery exports, then follows a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane; at the far end is the port of Dhekelia.

Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

What to watch between Xiamen and Dhekelia: 5 points

Loading port first, then the sea leg, then Dhekelia and the Cyprus market.

  1. Origin port

    Energy-storage units may go on multipurpose ships

    Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers are carried on multipurpose ships and requires a pre-voyage meeting with the terminal and lashing parties. It also lists the terminals with class 9 qualification: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.

    What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.

  2. Sea corridor

    Mediterranean services are back in the Red Sea more than others

    Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Dhekelia the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.

    What Anxin does: We ask the carrier which routing its service to Dhekelia uses and name it on the quote, together with any war-risk or emergency surcharge.

  3. Import country

    The ICS2 entry summary is due before loading in Xiamen

    Sea cargo for the EU needs a complete Entry Summary Declaration under ICS2 Release 3, and for deep-sea containers it is due 24 hours before loading at the departure port. Carriers apply 'no manifest, no load', and a filing without a valid EORI number is rejected, so a data gap in Xiamen leaves the box on the quay.

    What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Xiamen cut-off.

  4. Import country

    A producer registration in Cyprus before the first sale

    Registration under the Battery Regulation is Member State by Member State. The first company to make the batteries available in Cyprus has to appear in the national register, which can take up to 12 weeks after a complete file, and a non-resident brand must work through an authorised representative there.

    What Anxin does: At booking we ask which company is the producer of record in Cyprus and for its registration number there, so a missing registration surfaces while the goods are still in Xiamen rather than after discharge in Dhekelia.

  5. Import country

    CE marking and a declaration of conformity in the right language

    The importer in Cyprus carries the check: CE marking on the battery and an EU declaration of conformity, translated into the language Cyprus asks for, have both been required since 18 August 2024 for batteries entering the EU market.

    What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Cyprus importer. We check that the documents exist and match the goods; we do not assess conformity.

Documents to line up for Xiamen → Dhekelia

  • For ESS: carriage type (container ship or multipurpose), class 9 terminal and pre-voyage meeting confirmed
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)

For the carrier and the voyage

  • Routing (Red Sea or Cape) and any war-risk surcharge stated on the booking
  • Consignee EORI and HS-level description to the ENS filer before loading
  • UN 38.3 test summary for every cell and battery type

At the Cyprus end

  • Producer of record in Cyprus and its national registration number

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Xiamen export filings, the carrier booking and the Cyprus import papers. We compare all three before confirming space.
