From Xiamen to Kiel, cargo moves out of Xiamen's Haicang and Songyu terminals on the Taiwan Strait, crosses a Suez-or-Cape voyage that ends with the Danish straits and the Baltic, and is discharged at the port of Kiel.

Germany expects the battery to be registered, labelled and pre-declared before it is loaded in China. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Taiwan Strait monsoon Oct–Apr
  • Xiamen export
  • EU declaration of conformity
  • Consignee EORI
  • Batt-Reg.-Nr. DE

Route profile

How Xiamen → Kiel differs from other lanes

Origin port

Xiamen (Haicang / Songyu)

Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.

Import country

Germany

EU Battery Regulation labelling and QR-code dates, stiftung ear registration under the BattDG, and an ICS2 entry summary that must exist before the box is loaded.

Where this route gets difficult

5 pain points from Xiamen to Kiel

Listed from loading in Xiamen to import into Germany, each with what we do about it.

  1. Origin port

Xiamen's 10-minute packaging appraisal only works for clean data

Xiamen Customs now issues the packaging use-appraisal certificate for lithium batteries through the single window after automatic pre-review matching: about 10 minutes in the case reported in August 2026, against roughly half a day for the old on-site inspection. The fast path is only for products that pass pre-review as compliant and valid; anything that does not match goes back to inspection.

What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.

  2. Sea corridor

The Danish straits and a possible feeder change

Every box for Kiel passes the Danish straits, where IMO recommends pilotage on Route T for ships with a draught of 11 m or more and the Danish Maritime Authority reports non-compliant ships to their flag state. If the container is moved to a feeder at a North Sea port, that second vessel must also accept the UN numbers.

What Anxin does: We ask the carrier to name any transhipment port and the feeder operator on the booking and confirm DG acceptance for that leg as well as the mainline.

  3. Import country

ICS2 entry summary before loading, not before arrival

EU pre-arrival security filing moved to ICS2 Release 3: sea cargo needs a complete Entry Summary Declaration, and forwarders issuing house bills of lading have had to file or pass house-level data since 1 April 2025. For deep-sea containers the ENS is due 24 hours before loading at the departure port, and carriers apply 'no manifest, no load'. A missing EORI number is enough for the filing to be rejected.

What Anxin does: We collect the consignee's EORI number, a goods description at HS level and the house-level parties at booking, and make sure they reach whoever files the ENS ahead of the Xiamen loading cut-off.

  4. Import country

Label, QR code and passport dates under Regulation (EU) 2023/1542

The Battery Regulation phases in the information a battery must carry. The general information label applies from 18 August 2026 (or 18 months after the label-format implementing act, if that comes later), and every battery needs a QR code from 18 February 2027. For EV, light-means-of-transport and industrial batteries above 2 kWh, that QR code must open a battery passport. Where the battery is too small, the label goes on the packaging and documents instead. Stock that leaves Xiamen without these elements cannot simply be relabelled on the quay in Kiel.

What Anxin does: Before booking we ask the Germany importer to confirm which battery category the goods fall into and that label, QR code and passport data are settled. We check carton and label photos against that answer; we do not certify conformity.

  5. Import country

    German-language instructions and safety information

The importer must make sure each battery travels with instructions and safety information in a language that end-users in the Member State easily understand, as that Member State determines. For consumer goods going to Germany, the practical reading is German-language safety text, and it has to be in the carton when the goods are placed on the market.

What Anxin does: When we review packing photos we note whether the inserts or labels show the required language, and we raise gaps with the shipper before stuffing rather than after arrival.

Documents & compliance

What to have ready: Xiamen to Kiel

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

In Xiamen, before the box is loaded

  • Packaging appraisal data (product, UN38.3 summary, packaging codes) checked before single-window submission
  • Substance declaration covering mercury, cadmium and lead limits
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing

For the shipping line

  • Transhipment port, feeder operator and feeder DG acceptance named on the booking
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

At the Germany end

  • Consignee EORI number and the party filing the ICS2 entry summary
  • Haulier in Germany briefed with UN number, class 9 and tunnel code (E) for the road leg
  • Producer / authorised representative for Germany and the Batt-Reg.-Nr. DE for each brand and battery category

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Xiamen filings, the booking with the carrier and the documents for Germany before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Kiel.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Xiamen to Kiel

ADR, which the EU applies to domestic journeys through Directive 2008/68/EC. UN 3480 is class 9, transport category 2, with tunnel restriction code (E).

Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.

For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
