What to watch between Xiamen and Haugesund: 5 points

  1. Origin port

    Energy-storage units may go on multipurpose ships

    Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers are carried on multipurpose ships and requires a pre-voyage meeting with the terminal and lashing parties. It also lists the terminals with class 9 qualification: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.

    What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.

  2. Sea corridor

    Cape waters saw about a third of 2024's container losses

    Round-Africa routing puts battery containers through South African waters. Of the 576 containers the World Shipping Council recorded as lost at sea in 2024, the South African Maritime Safety Authority estimates about 200, roughly 35%, went overboard near the Cape. In August 2024 alone, SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in wintry weather.

    What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.

  3. Import country

    Digitoll: cargo data 24 hours before the first Norwegian call

    Norway's Digitoll for sea cargo became mandatory on 15 September 2026: the carrier or its representative sends transport, master and house consignment messages at least 24 hours before the first Norwegian call, and the importer declares in TVINN no later than arrival at Haugesund. The old direct-transfer arrangement ends on 1 March 2027.

    What Anxin does: We give the carrier and the Norwegian customs agent matching house-bill data, and ask the importer who files the TVINN declaration, so the house consignment for Haugesund links to it before arrival.

  4. Import country

    SafeSeaNet Norway needs the dangerous goods data

    Ships with hazardous or noxious cargo report it in SafeSeaNet Norway no later than 24 hours before arrival at a Norwegian port, categorised correctly and backed by a manifest or cargo plan showing where the dangerous goods are stowed. That report draws on the shipper's declaration, so a mistake in Xiamen reaches Haugesund intact.

    What Anxin does: We check that the UN number, class and package count on our dangerous goods declaration match the booking, so the carrier's SafeSeaNet report for Haugesund is built on consistent data.

  5. Import country

    Norway is inside the EU customs security area

    Since 1 July 2009 an agreement has placed Norway in the EU customs security area, so cargo for Haugesund is pre-notified in ICS2 exactly as for EU ports, and the filer needs an EORI number. Norway's non-EU status does not remove the filing before loading in Xiamen.

    What Anxin does: We collect the Norwegian consignee's details and an HS-level description at booking and make sure the ENS filer has them before the Xiamen cut-off.

Not yet. It has not been incorporated into the EEA Agreement; existing Norwegian battery rules and approved producer responsibility companies continue until a new Norwegian regulation takes over.
