Xiamen to Molde
South China Sea · Malacca Strait · Indian Ocean · Bab-el-Mandeb · Suez Canal · Strait of Gibraltar · Irish Sea · Norwegian Sea
From Xiamen to Molde, cargo moves out of Xiamen's Haicang and Songyu terminals on the Taiwan Strait, crosses a voyage that may run through Suez as drawn or round the Cape, depending on the service, and is discharged at the port of Molde.
Norway, outside the EU but inside its customs security area, now wants Digitoll data before the first call. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.

Route profile
Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.
Norway's existing battery rules and producer responsibility companies, while the EU Battery Regulation waits for EEA incorporation.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Molde and at customs in Norway.
Ships leaving Xiamen enter the Taiwan Strait straight away. A Chinese government weather account notes that the strait's funnel effect makes winds 1–2 Beaufort levels stronger than outside it, and that the winter and spring north-east monsoon brings force 7 or stronger winds on about two-thirds of days. Container ships are advised to secure lashing.
What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.
Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers are carried on multipurpose ships and requires a pre-voyage meeting with the terminal and lashing parties. It also lists the terminals with class 9 qualification: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.
What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.
The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Molde decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
Norway belongs to the EU customs security area under an agreement in force since 1 July 2009, so containers for Molde need the same ICS2 pre-notification as cargo for EU ports, and whoever files it needs an EORI number. Being outside the EU does not remove the pre-loading filing in Xiamen.
What Anxin does: We collect the Norwegian consignee's details and an HS-level description at booking and make sure the ENS filer has them before the Xiamen cut-off.
The EU Battery Regulation has not yet been taken into the EEA Agreement, so it does not apply in Norway yet. Existing Norwegian rules and the approved producer responsibility companies, such as RENAS, stay in place, and Miljødirektoratet consulted in April 2026 on the transition. Importers need to follow the Norwegian rules today and watch the new regulation.
What Anxin does: We ask the Norwegian importer which return company it belongs to, and do not assume EU-only paperwork covers the Norwegian market.
Norway's regulation on land transport of dangerous goods makes ADR Norwegian law for road journeys, domestic ones included. UN 3480 therefore travels from Molde as class 9, transport category 2, with tunnel restriction code (E), so the haulier plans the route with category E tunnels in mind.
What Anxin does: We give the Norwegian haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Molde matches the container file.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Xiamen filings, the booking with the carrier and the documents for Norway before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Molde.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Cargo shift in winter monsoon seas | Taiwan Strait, Oct–Apr | CINS blocking and bracing checked on photos | Packing site, checked by Anxin |
| ESS unit arrives at a terminal without class 9 qualification | Xiamen port | Qualified terminal confirmed at booking | Anxin with the carrier |
| Service switches between Suez and Cape routing | Main voyage | Routing written on the booking; quotes kept separate per routing; packing assumes the longer voyage | Carrier, tracked by Anxin |
| EU paperwork assumed to cover Norway | Importer in Norway | Norwegian producer responsibility confirmed | Importer |
Questions
Yes. Norway is part of the EU customs security area, so shipments from China are pre-notified in ICS2 and the filer needs an EORI number.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Yes. Xiamen MSA reported 104 ESS containers of 36 tonnes each loaded for Houston in June 2026. Xiamen's ESS guide 2.0 requires a pre-voyage meeting and use of a class 9 qualified terminal.
