Lithium batteries for Rørvik go from Fujian's battery makers through Xiamen port. On the way they face a voyage that may run through Suez as drawn or round the Cape, depending on the service, and they arrive at the port of Rørvik.
On the Norwegian side, Digitoll, SafeSeaNet reporting and national battery marking all apply. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

Norway's existing battery rules and producer responsibility companies, while the EU Battery Regulation waits for EEA incorporation.

Where this route gets difficult
They run from the Xiamen terminal through the voyage to Rørvik and the Norway import file.
Ships leaving Xiamen enter the Taiwan Strait straight away. A Chinese government weather account notes that the strait's funnel effect makes winds 1–2 Beaufort levels stronger than outside it, and that the winter and spring north-east monsoon brings force 7 or stronger winds on about two-thirds of days. Container ships are advised to secure lashing.
What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.
Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting at which ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to sailing. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded for Houston on a multipurpose ship.
What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.
The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Rørvik decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
Since 15 September 2026 Norwegian Customs requires the sea reporting duty to be filed digitally: vessel and cargo data at least 24 hours before the ship's first call in Norway, as linked transport, master and house consignment messages. The importer's declaration in TVINN is due at the latest when the goods reach Rørvik, and can be sent up to five days ahead.
What Anxin does: We give the carrier and the Norwegian customs agent matching house-bill data, and ask the importer who files the TVINN declaration, so the house consignment for Rørvik links to it before arrival.
Since 1 July 2009 an agreement has placed Norway in the EU customs security area, so cargo for Rørvik is pre-notified in ICS2 exactly as for EU ports, and the filer needs an EORI number. Norway's non-EU status does not remove the filing before loading in Xiamen.
What Anxin does: We collect the Norwegian consignee's details and an HS-level description at booking and make sure the ENS filer has them before the Xiamen cut-off.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Xiamen filings, the booking with the carrier and the documents for Norway before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Rørvik.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Cargo shift in winter monsoon seas | Taiwan Strait, Oct–Apr | CINS blocking and bracing checked on photos | Packing site, checked by Anxin |
| Service switches between Suez and Cape routing | Main voyage | Routing written on the booking; quotes kept separate per routing; packing assumes the longer voyage | Carrier, tracked by Anxin |
| House consignment not linked to a TVINN declaration at arrival | Customs at Rørvik | Declarant and house-bill data confirmed before sailing | Importer / customs agent |
Questions
Not yet. It has not been incorporated into the EEA Agreement; existing Norwegian battery rules and approved producer responsibility companies continue until a new Norwegian regulation takes over.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
