Where this route gets difficult

Where Xiamen → Ferrol shipments get held up: 5 points

In the order the cargo meets them: at the loading port, at sea, at Ferrol and at customs in Spain.

  1. Origin port

    Xiamen's 10-minute packaging appraisal only works for clean data

    Xiamen Customs now issues the packaging use-appraisal certificate for lithium batteries through the single window after automatic pre-review matching: about 10 minutes in the case reported in August 2026, against roughly half a day for the old on-site inspection. The fast path is only for products that pass pre-review as compliant and valid; anything that does not match goes back to inspection.

    What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.

  2. Sea corridor

    Mediterranean services are back in the Red Sea more than others

    Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Ferrol the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.

    What Anxin does: We ask the carrier which routing its service to Ferrol uses and name it on the quote, together with any war-risk or emergency surcharge.

  3. Import country

    RII-PYA registration, done by the SCRAP or by the producer

    Spain's industry ministry keeps the battery register (RII-PYA). Every importer of batteries has to be registered and declared as a producer; a collective scheme may file for its members, otherwise the producer files online with an electronic signature or Cl@ve. The register number that comes back must be printed on the producer's invoices.

    What Anxin does: We ask the Spanish importer for its RII-PYA number and whether its SCRAP filed the registration, then carry the number on the documents we prepare for Ferrol.

  4. Import country

    CE marking and a declaration of conformity in the right language

    The importer in Spain carries the check: CE marking on the battery and an EU declaration of conformity, translated into the language Spain asks for, have both been required since 18 August 2024 for batteries entering the EU market.

    What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Spain importer. We check that the documents exist and match the goods; we do not assess conformity.

  5. Import country

    Batteries inside equipment count, quarter by quarter

    The Spanish register covers batteries built into electrical equipment as well as loose cells, removable or not. Quantities are declared per quarter; mistakes can be corrected until 25 January of the next year, and any change in registration data must be updated within a month.

    What Anxin does: When batteries travel inside devices we list battery quantity and chemistry separately on the packing list, so the importer can report them without reopening cartons.
