A pack that leaves Zhengzhou for Ulaanbaatar is judged twice before it reaches the Gobi: once under China's own railway dangerous-goods list, and again at a Mongolian railway that publishes only eleven stations where dangerous goods may be loaded or unloaded, none of them the capital.

Where this route gets difficult

What to watch between Zhengzhou and Ulaanbaatar: 5 points

They run from the Chinese origin station to the border, through the transit countries and to the consignee.

  1. China origin

    The consumer-battery rail rule stops at 20 Wh and 100 Wh

    China's national rail regulator, the industry ministry and China State Railway Group issued guidance in October 2023 that lets consumer lithium batteries meeting railway special provisions 78 and 79 travel without being treated as dangerous goods: lithium metal up to 1 g (2 g) of lithium content, lithium-ion up to 20 Wh per cell and 100 Wh per battery.1 For through international rail it adds that the international rules must also be met.1 Anything above those thresholds sits outside that relief.

    What Anxin does: We ask for the Wh rating of the cell and of the finished pack before discussing rail at all, and we say early if the shipment falls outside the consumer relief.

  2. Border

    Bogies or containers change at Erenhot – Zamyn-Üüd

    Mongolia's railway runs on 1,520 mm gauge and China's on 1,435 mm, so each wagon needs its bogies changed at the Chinese border, a job a logistics assessment describes as taking several hours.2 In May 2022 a broad-gauge container train named "Erenhot No. 1" left Erenhot for Ulaanbaatar carrying 54 containers without transshipment at the border.3 Whether a lithium shipment may ride such a wagon is the operator's decision, not a given.

    What Anxin does: We ask which handling applies to the unit (bogie exchange, crane transfer or through broad-gauge wagon) and whether dangerous-goods handling is accepted at that yard.

  3. Destination

    The capital is not on the published dangerous-goods station list

    On its website, the International Freight Forwarding Centre of Ulaanbaatar Railway names the stations "open for loading and unloading dangerous goods": Erdenet, Sharyn gol, Honhor, Amgalan, Bayan, Baganuur, Shivee-ovoo, Ayrag, Bor-Ondor, Saynshand and Orgon.4 Neither Ulaanbaatar nor Zamyn-Üüd appears in that list, so a consignee in the capital may need a different unloading point or a road transfer that has to be agreed in advance.

    What Anxin does: We put the unloading station on the enquiry as a first question and ask the Mongolian side to confirm it in writing before the cargo is released in China.

  4. Season

    Snow closures and blowing sand on a single-track line

    The Trans-Mongolian main line is single track. The same assessment records that snow can close the line for up to a couple of days and that blowing sand affects the southern Gobi section; four large bridges of 100–150 m could close the line for a long period if damaged.2 A battery shipment that sits waiting is a battery shipment sitting in the cold, so storage guidance from the cell maker matters.

    What Anxin does: We build slack into the plan for October to March, and we ask the shipper for the manufacturer's storage and handling guidance for cold wagons or yards.

  5. Legal regime

    No ADR on the Mongolian road leg

    Mongolia is not listed among ADR contracting parties, so the European road agreement does not govern a truck that takes the cargo on from the railhead.5 The railway centre says dangerous goods are carried "according to special regulations"4 and the Mongolian law on chemical hazards is the national starting point; which rule applies to a class 9 battery load is confirmed with the Mongolian carrier.

    What Anxin does: We name the Mongolian carrier for the last leg early and ask for its written acceptance of the UN number and package type.

Zhengzhou → Ulaanbaatar: questions we are asked

They are screened case by case, subject to operator and country acceptance. Chinese guidance allows consumer batteries within the 20 Wh and 100 Wh limits to travel without dangerous-goods treatment, but damaged, defective, recalled or waste batteries must not go by rail.1 Mongolian handling is separate.

A broad-gauge container service from Erenhot to Ulaanbaatar was launched in May 2022,3 so wagons that fit the Mongolian gauge exist. Whether one is used for a given shipment is confirmed per booking.

No. Mongolia is not an ADR contracting party,5 so a Mongolian road leg follows national rules and the carrier's own acceptance.
