What to watch between Shenzhen and Cagliari: 6 points

They run from the Shenzhen terminal through the voyage to Cagliari and the Italy import file.

  1. Origin port

    Dongguan's packaging certificate data is shared

    Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Origin port

    Inspected in Dongguan, loaded unopened at Yantian

    A large share of Shenzhen's battery exports is stuffed inland and trucked to the quay. In a May 2026 cross-regional 'one-box' pilot, Yantian MSA and Dongguan MSA jointly inspected four battery containers at a Dongguan factory and loaded them at Yantian without reopening them, which shows that the factory inspection record is what counts at the terminal.

    What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.

  3. Sea corridor

    EU emissions trading now covers the whole inbound voyage share

    Ships of 5,000 GT and above calling at EU ports, Cagliari included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.

    What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  4. Import country

    Mercury, cadmium and lead limits in portable batteries

    Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Italy can ask the importer to show that the goods meet these limits.

    What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Italy importer; we do not test batteries.

  5. Import country

    The ICS2 entry summary is due before loading in Shenzhen

    For Cagliari, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Shenzhen. No filing means no loading, and a missing EORI number is enough to reject it.

    What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Shenzhen cut-off.

  6. Import country

    Battery label from August 2026, QR code from February 2027

    The Battery Regulation's general information label applies from 18 August 2026 (or 18 months after the label implementing act, if later), and every battery needs a QR code from 18 February 2027, linked to a battery passport for EV, LMT and industrial batteries above 2 kWh. Where the battery is too small, both go on the packaging and accompanying documents.

    What Anxin does: Before booking we ask the Italy importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.

Documents to line up for Shenzhen → Cagliari
